Position Summary

Rolling Plains Management Corporation is seeking a qualified candidate to fill a TRS (Texas Rising Star) Mentor position in our Wichita Falls Texas Workforce Child Care Services Program Office. This full‑time hourly position reports directly to the Child Care Assistance Program Director. The normal work hours are Monday-Friday, 8:00am-5:00pm but may vary depending on heavier workloads or trainings/meetings. The role primarily involves routine tasks that require collaboration to achieve goals.

The Texas Rising Star Mentor will provide remote or face‑to‑face coaching to Early Learning Programs (ELPs), guide and support them in attaining and maintaining Texas Rising Star certification, and assist programs in improving practices toward higher quality levels. The mentor will also offer ongoing professional development, help access resources, and promote the Texas Rising Star program across agencies, clients, child care centers, and the general public.

Essential

Job Duties
  • Provide coaching to support continuous quality improvement for providers, via face‑to‑face or remote sessions.
  • Maintain accurate case files for all contracted child care providers.
  • Prepare caregiver contractual agreements and explain terms to newly contracted centers.
  • Partner with providers to develop and implement Texas Rising Star Continuous Quality Improvement Plans (CQIPs).
  • Deliver professional development experiences to support continuous improvement among ELPs.
  • Collaborate with administrators, teachers, and others to interpret child data and improve instructional practices.
  • Promote the Texas Rising Star program with partnering agencies and the public.
  • Maintain assigned caseloads of TRS providers per TWC and Workforce Solutions Board guidelines.
  • Complete documentation and data entry accurately.
  • Implement corrective action plans and sanctions when necessary.
  • Create workshops and other training activities.
  • Provide consultation and directions to providers, teachers and staff.
  • Develop Inclusion Plans for children with disabilities and ensure applicable policies are followed.
  • Serve as liaison with local entities improving child care quality.
  • Conduct evaluations and follow‑up strategies to assess training effectiveness.
  • Maintain provider files per department policies.
  • Notify management of real or perceived problems.
  • Work cooperatively with providers, staff, vendors, and monitors to improve operations.
  • Maintain positive and harmonious working relationships.
  • Arrive on time and ready to work scheduled hours.
  • Accurately document pertinent information in provider files.
  • Complete paperwork promptly and accurately.
  • Submit timesheets accurately and on time.
Qualifications Education and Credentials
  • Bachelor’s degree from an accredited four‑year college or university in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science.
Experience
  • One‑year of full‑time early childhood classroom experience in a child care facility, Early Head Start, Head Start, or pre‑kindergarten through third grade program.
  • Experience in social services skills relating to parents, children, and providers in the child care industry.
Certification
  • Must be willing to take and pass Texas Rising Star Mentor certification to continue in the position. Failure to pass may result in termination.
Additional Qualifications
  • Knowledge of child care licensing standards and the needs of young children (preferred).
  • Excellent written communication skills to maintain records.
