Position Summary & Responsibilities

The position (K0170879)

Draft new and proposed amendments to the Kansas Air Quality Regulations, Kansas Administrative Regulations (K.A.R.) 28-19-8 et seq. specifically, to implement and enforce federal regulations as directed by the Bureau Director. These include but are not limited to New Source Performance Standards (NSPS), Emission Guidelines (EGs) for existing sources, Maximum Achievable Control Technology (MACT), and National Emission Standards for Hazardous Air Pollutants (NESHAPs).

Draft accompanying Regulatory Impact Statement(s), Environmental Benefit Statement(s), public notice, testimony for public hearing and Joint Committee on Administrative Regulations Meetings, response to comments, submittal documents, and all supplementary documentation. When necessary, submit all relevant documentation of effective Kansas Administrative record to EPA for approval.

Job Responsibilities may include but are not limited to the following:

Monitor, review, and analyze proposed and final federal regulations and guidance related to air quality programs, conducting in-depth policy and technical research on their environmental and economic impacts. This includes evaluating related state and federal air quality laws, regulations, and policy documents, such as Section 111(d) Plans and State Implementation Plans (SIPs), and applying scientific principles to develop expertise in air pollution control methodologies and process technologies.

Research existing and proposed state, regional, and national delegation agreements and associated Section 111(d) plans to implement and enforce applicable standards. Evaluate all federal delegation options, develop expertise in associated authority requirements and implementation and enforcement demonstrations, and draft new or amend existing delegation agreements and Section 111(d) State Plans to implement and enforce standards for all sources in Kansas, excluding plans addressing greenhouse gas emission reductions from existing sources.
