Distinguishing Features of Work

Neighborhood Inspection is a division of the Metropolitan Area Building and Construction Department (MABCD). Its mission is to preserve Wichita's neighborhoods and to make Wichita a cleaner City through fair, cost-effective and efficiently processed code enforcement activities. A Neighborhood Inspector specializes in enforcing and securing compliance with residential nuisance, zoning and minimum housing codes.

Operating in a complaint-based, case management environment, the work requires strong attention to detail, the ability to communicate with tact and firmness (both verbally and in writing) and strong organization and time-management skills. Inspectors interact with the public, law enforcement, the court system and management every day. The working environment is a blend of inspections/field work and in-office work.

Existing technical skills are a must-have. Opportunities for income advancement are available through job experience (longevity) along with additional testing and certifications. This role is for individuals who thrive in hands-on field work, enjoy problem-solving and are passionate.

Examples of Work Performed
  • Inspects or oversees and coordinates the inspection of buildings and premises for compliance with minimum housing code and related regulations
  • Inspects premise conditions and documents nuisance complaints with photos, narratives and court reports, as required.
  • Verifies illegal dumping complaints and provides necessary documentation for work order production.
  • Inspects mobile homes to ensure compliance with City ordinances.
  • Prepares court reports and administrative abatement documentation as needed.
  • Follows up inspections for violations and secures compliance with codes and laws.
  • Answers inquiries and complaints over the phone, in person or by email.
  • Writes reports and prepares notices of violations, citations and/or uniform criminal complaints as required.
  • Employee must enforce all of the above enforcement duties and areas.
  • Assists and performs some supervision of lower-level inspectors.

Requirements of Work
  • Thorough knowledge of the municipal minimum housing and nuisance code, and zoning ordinance.
  • Ability to read and interpret code regulations.
  • Ability to detect violations; confer with property owners in regard to requirements of City ordinances related to the immediate problem, and to work out a satisfactory solution to gain full compliance with codes, using firmness and tact.
  • Ability to traverse uneven terrain and/or rotted or uneven floor surfaces and ascend and descend steps; and bend and stoop and/or crawl to look into or under building crawl spaces, cellars, attics and foundations.
  • Ability to take inspection report notes in the field.
  • Ability to operate a camera or cell phone to take pictures of violations.
  • Ability to develop and maintain effective working relationships with associates, employees of other Departments, representatives of other organizations, and the public.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to work occasionally in the evenings or on weekends.
  • Ability to acquire and maintain a valid Kansas driver's license.
  • An employee shall not pose a direct threat to the health and safety of other individuals in the workplace.
