The Kansas Department of Health and Environment – Bureau of Waste Management is seeking an individual who is passionate about environmental protection, enforcing regulations designed to prevent mismanagement of waste and pollution. The successful candidate should have a high level of observation and communication skills, including attention to detail, coaching, and report writing.

The successful candidate will conduct routine compliance inspections at facilities with coordination from district staff, draft inspection reports detailing compliance status and violations observed, and may draft enforcement documents including penalty assessment and Administrative Orders. They will also manage waste tire cleanup efforts, working with local units of government to achieve results.

• Waste Tire Inspections:
  Conducts inspections and/or complaint investigations of retail tire dealers and permitted tire processors, monofils, and storage locations to determine compliance with the applicable waste tire statutes and regulations. These unannounced inspections may include a site tour, a review of the waste tire inventory and disposal records, and a review of the permit, if applicable. Performs field evaluations/investigations for waste tire management problems that may have been referred to by the district staff or identified internally.
  
  These evaluations may be accomplished by interviewing parties involved either by telephone consultation and/or making on-site visits in the field and by reviewing records and other documents collected during the investigation. Conduct inspections and/or complaint investigations of other types of waste tire facilities as directed by the unit chief.
• Enforcement Officer Duties:
  Compiles, analyzes and interprets all scientific and technical data and information obtained during the inspections and/or enforcement investigation to identify and develop resolutions for each case. Prepares formal enforcement documents for solid waste tire-related cases and provides other litigation support. Drafts enforceable informal settlement agreements using proposals submitted by the respondent (facility) as Supplemental Environmental Projects (SEPs). Provides testimony as a witness in administrative hearings or court proceedings regarding investigations as needed.
  
  Tracks and verifies facility’s compliance with the settlement terms and financial obligations of Consent Agreement and Final Order.

• Education:
  
  High School, GED
• Licensing & Certification:
  Valid Driver's License
  - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
• Minimum Qualifications:
  
  Four years of experience in an environmental field and/or program.
