Distinguishing Features of WorkThis position serves as the primary operational support to the Administrative Services Manager ASM for the Permitting and Licensing section of MABCD, assisting with the coordination and oversight of section operations. This is supervisory-level administrative work that assists in planning, scheduling, organizing and coordinating the work of MABCDs permitting and licensing section. The employee works with considerable independence within the guidelines of departmental policy.
Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.

- Assist the ASM in maintaining adequate staffing levels to handle incoming work (i.e. influx of roofing permits after hail/wind events; annual contractor licensing renewals, etc.)
- Assist the ASM with human resources functions, to include hiring, discipline, payroll, performance appraisal input, in both the City and County's respective HRIS systems.
- Assists the ASM in preparation and administering annual operating budgets for the Administrative section of MABCD.
- Assists the ASM with data collection necessary for KPIs, budgetary reporting, strategic planning, media inquiries, etc.
- Monitor Permitting and Licensing forms and publications for ADA compliancy and consistency across print and website formats.
- Oversees the Addressing Program and serves as the addressing authority for MABCDs jurisdictions.
- Oversees and coordinates work with the small cities contracts; advises on the execution of contract requirements and implements all related policies and processes.
- Implement process improvements as directed by the ASM and Department Director.
- Maintains up-to-date policies and procedures for the Permitting and Licensing sections operations.
- Deals with difficult customers and complex permitting issues.
- Represents Administrative Services at both internal and external meetings, and coordinates with community stakeholders.

- Considerable knowledge of adopted codes and ordinances.
- Ability to supervise/motivate others and manage work to achieve objectives.
- Ability to effectively manage program budgets.
- Ability to plan and organize programs and projects.
- Exercise independent decision making to interpret, read, and apply government regulations, policies, codes, ordinances and standard operating procedures.
- Ability to use and learn new operating systems;
City and County computer programs, and standard Microsoft Office suite Programs (PowerPoint, Word, Excel, Teams and Outlook). - Ability to load, unload, carry, set up, and break down a ladder weighing approximately 35 pounds.
- Ability to develop and maintain effective working relationships with associates, other employees, representatives of other organizations, and the public.
- Ability to communicate clearly and effectively, both orally and in writing.
- Must have and maintain a valid Kansas Drivers License.
