Position Summary

The Project Site Manager is responsible for the overall operational leadership, performance management, and contractual compliance of services delivered in support of the National NIBIN Correlation and Training Center (NNCTC), located in Wichita, KS (NNCTC2).

This position oversees correlation review operations, training delivery, quality assurance processes, staffing, scheduling, and administrative functions to ensure the NNCTC consistently meets required turnaround times and performance standards in support of ATF and over 280 NIBIN partner sites nationwide.

The Project Site Manager serves as the primary point of contact between the contractor and Government stakeholders and ensures mission success in delivering timely, accurate ballistic lead information to law enforcement agencies across the United States.

Key Responsibilities 1. Operational Oversight – Correlation Review Services
  • Oversee daily correlation review operations across NNCTC facilities.
  • Ensure ballistic correlation reviews are completed within the required 24–48 hour turnaround time.
  • Ensure all work products meet established quality assurance standards, including mandatory peer reviews conducted within the two-business-day timeframe.
  • Monitor workflow volume from 280+ NIBIN partner sites and over 5,500 contributing law enforcement agencies.
  • Ensure performance metrics are met in accordance with the Performance Monitoring Plan.
  • Implement continuous process improvements to enhance efficiency, accuracy, and throughput.
2. Quality Assurance & Compliance
  • Ensure all Correlation Review Specialists (CRS) adhere to established technical procedures and quality standards.
  • Oversee peer review processes to maintain integrity and accuracy of ballistic lead determinations.
  • Maintain compliance with contractual requirements, ATF policies, and applicable forensic standards.
  • Monitor documentation, reporting accuracy, and audit readiness.
  • Identify performance gaps and implement corrective action plans as needed.
3. Training Program Management
  • Oversee all NNCTC training operations at both Huntsville and Wichita locations.
  • Ensure maximum classroom capacity utilization (up to two CRS classes concurrently; 10 students per class).
  • Manage scheduling, coordination, and administration for:
    • CRS Training (6 weeks classroom + 6 weeks OJT)
    • Triage & Acquisition
    • Correlation Review
    • NIBIN Authorized Trainer (NAT)
    • Additional courses developed to augment training offerings
  • Ensure training materials remain current and aligned with evolving NIBIN processes and technologies.
  • Oversee training administration, student tracking, certification documentation, and reporting.
4. Staffing & Personnel Management
  • Supervise Correlation Review Specialists, trainers, and administrative staff.
  • Ensure proper onboarding and training of CRS personnel.
  • Coordinate staffing levels to meet workload demands and maintain required turnaround times.
  • Conduct performance evaluations and provide coaching and development.
  • Ensure compliance with training progression requirements (6 weeks classroom + 6 weeks OJT prior to independent reviews).
5. NIBIN User Account & Records Management
  • Oversee administration of approximately 3,300+ NIBIN user accounts (number subject to growth).
  • Ensure user accounts are established prior to training.
  • Maintain accurate records of all NIBIN users and training participation.
  • Ensure secure management of system access and user credentialing processes.
6. Stakeholder Engagement & Reporting
  • Serve as the primary liaison between contractor leadership and ATF representatives.
  • Provide regular operational reports, performance updates, and metrics.
  • Support strategic planning efforts to expand capacity and improve service delivery.
  • Participate in leadership meetings and planning sessions as required.
Required Qualifications
  • Bachelor’s degree in forensic science, criminal justice, public administration, or related field (or equivalent professional experience).
  • Experience managing multi-site operations or government contracts.
  • Experience in forensic laboratory operations, ballistic imaging, or technical review environments preferred.
