Field Operations Supervisor (Animal Control) Payrate: $75,000 / year Type:
Regular, Full-Time, Exempt Summary of Duties

Oversee the daily operations of the animal control team under the command of the Chief Animal Control Officer. Performs duties involving public safety, the protection and control of animals and the enforcement of municipal codes and state law. As with all positions, it is expected that Animal Friends of the Valleys (AFV’s) mission, core values and vison are exemplified by the individual filling this role.

Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Will assure all employees are managed effectively and that both quality and budgetary objectives are met or exceeded.

Essential Functions
  • Coordinates staffing and develops work schedules to accommodate animal control contract compliance.
  • Conduct daily morning briefing with Animal Control Officers
  • Remain immediately accessible to Animal Control Officer and department staff to provide guidance, authorize procedural actions as required, and coordinate support if needed to department staff and Animal Control Officers
  • Plan, prioritize, assign, supervise and review the work of staff responsible for providing animal control services.
  • Complete priority tasks as assigned by Chief Animal Control Officer / chain of command with regular status updates to them until completion
  • Assist in policy development related to animal control services.
  • Supervise the impoundment of animals and the determination of animal cruelty cases; verify the issuance of summonses and review cases.
  • Coordinates with the city attorney, District Attorney, and other courts as needed; appears in court on applicable cases.
  • Participate in the selection and hiring of assigned personnel; train and evaluate assigned personnel; assist with training and orientation of new employees; provide training, guidance, discipline and counseling to assigned personnel; complete employee performance evaluations and reviews as required; audit and submit staff timecards to Payroll in a timely manner; promote career development of subordinates.
  • Promotes and ensures proper employee training and compliance with departmental safety procedures; ensures that all equipment, materials and work conditions are adequately maintained.
  • Responds to inquiries and complaints regarding animal control; personally investigates and handles difficult public relations
  • Assist in writing and obtaining warrants.
  • Supervise and participate in the preparation of reports for various cases including cases going to trial; prepare supplemental reports as required; appear in court to present evidence and testimony as required.
  • Maintains records and compiles reports; prepares and/or assist with preparation of the annual operating budget for animal control functions.
  • Prepares routine and special records and reports related to animal control activities and operations, including quarterly and annual rabies reports.
  • Monitors and maintains appropriate levels of supplies, equipment, and inventory to ensure efficient and effective division operations.
  • Attends Meetings as requested.
  • Hearing officer in PC 597.1 impound hearings, potentially dangerous and public nuisance hearings.
  • Investigates reports or files complaints of animal abuse, neglect, dangerous animals, public nuisance and takes appropriate action.
  • Reply to incoming phone calls, voicemails and public requests as necessary in a timely manner
  • Maintain vehicles and equipment in proper working condition, manage all insurance and licensing requirements and conduct regular inspections.
  • Assure all employees are managed effectively and that both quality and budgetary objectives are met and/or exceeded.
Other Duties
  • Performs all duties of an Animal Control Officer.
  • Participate in shift activities as necessary including enforcing local and state laws; issue citations and make arrests.
  • Explain ordinances relating to the care and keeping of animals to the public; promote and provide education to the public regarding the keeping and caring of pets.
