A leading commercial real estate development firm is seeking an experienced Civil Project Manager to oversee large-scale site development projects in Central Florida. This role will lead the planning, coordination, and execution of horizontal infrastructure and civil construction activities across major commercial developments.

The projects involve large tracts of land being transformed into warehouse, retail, and mixed-use developments, with thousands of acres currently under development in the Wildwood / Villages region. The Civil Project Manager will play a critical role managing sitework operations, coordinating contractors, and ensuring projects progress efficiently from early land development through completed infrastructure.

This is a hands-on leadership role for someone capable of managing major site development work with minimal oversight and taking ownership of complex projects involving utilities, grading, stormwater systems, and roadway construction.
Key Responsibilities
Civil & Site Development Management
  • Manage large-scale horizontal construction activities including grading, utilities, roadways, stormwater infrastructure, and site preparation.
  • Oversee site development for commercial projects including warehouse distribution facilities, retail centers, and mixed-use developments.
  • Coordinate civil construction activities across multi-phase developments spanning hundreds or thousands of acres.
  • Ensure all work complies with civil engineering plans, development standards, and project specifications.
Construction Oversight
  • Provide on-site leadership and oversight of civil construction and sitework activities.
  • Manage and coordinate major site contractors, subcontractors, and consultants.
  • Monitor construction schedules, budgets, and progress across multiple development phases.
  • Identify and resolve field issues related to grading, drainage, utilities, and infrastructure.
Infrastructure Coordination
  • Oversee installation and construction of:
    • Stormwater management systems
    • Underground utilities (water, sewer, drainage)
    • Roadways and site access
    • Earthwork and site grading
  • Work closely with civil engineers and consultants to review plans, resolve site challenges, and coordinate design adjustments during construction.
Permitting & Regulatory Coordination
  • Coordinate with municipalities and regulatory agencies to ensure compliance with development approvals and permitting requirements.
  • Manage site development activities in accordance with local codes, zoning regulations, and environmental requirements.
  • Support coordination with local agencies on roadway improvements and infrastructure tie-ins.
Stakeholder Coordination
  • Serve as the primary liaison between internal development teams, engineers, contractors, and local municipalities.
  • Provide regular updates to senior leadership regarding project progress and site development milestones.
  • Coordinate site development with vertical construction activities where applicable.
Required Qualifications
  • 10+ years of experience managing civil/site development or horizontal construction projects.
  • Proven experience managing large-scale land development projects.
  • Strong background overseeing sitework construction including grading, utilities, stormwater systems, and roadways.
  • Experience managing projects from early site development through infrastructure completion.
  • Ability to manage large projects independently with minimal oversight.
  • Experience coordinating contractors, engineers, and regulatory agencies.
  • Strong understanding of civil engineering drawings and site construction processes.
Preferred Experience
  • Experience developing large tracts of land or agricultural property into commercial developments.
  • Background working with commercial developers or real estate development companies.
  • Experience with industrial/warehouse distribution projects or large retail developments.
  • Familiarity with Central Florida permitting and development processes.
