Arbor Metrics (AMS) is looking for an Environmental Construction Specialist to work on electric utility construction projects. The role is field‑based and requires experience with environmental compliance related to land clearing and linear construction projects. - Provides Environmental Compliance and construction oversight on transmission Site Development and Linear Transmission Line construction projects for Duke Energy.
- Provides Environmental Oversight and compliance/inspections associated with Transmission Capital Projects and the National Pollutant Discharge Elimination System (NPDES) and Storm Water Pollution Prevention Plan (SWPPP).
- Ensures compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control and soil disturbance.
- Ensures that all field operations are in compliance with permits, including road use permits, natural resource protection act permits, Corp of Engineers permits, etc.
- Documents pre‑ and post‑work field conditions to ensure that sites are in compliance with permits and environmental regulations and there are no conditions that require mitigation or restoration.
- Performs all required erosion and sediment, stormwater management and pollution prevention inspections for applicable construction projects.
- Interprets complex plans and drawings.
- Performs duties in a manner that promotes and maintains good public relations.
- Responsible for attending pre‑construction meetings, constructability meetings, and status meetings as directed.
- Manages and oversees site development crews. Provides oversight for sediment and erosion control or Best Management Practice (BMP) contractors to ensure all measures are installed as per the approved plan.
- Observes that wetlands and sensitive areas’ identification are in place and that crews are aware of them prior to entering such areas.
- Monitors and reports to Project Management on status of construction units estimated and actuals billed to date of project.
- Communicates daily with the utility client, contractors, landowners, and the public.
- Assists in developing recommendations on future Right‑of‑Way maintenance requirements.
- Drives a company vehicle safely to work locations for the organization.
- Assumes other duties and responsibilities as assigned.
- Associate or bachelor’s degree in environmental science, Construction Management, Building Science, or a related field.
- 1–5 years’ experience in Site Development work, permitting utility construction.
- Solid understanding of the National Pollutant Discharge Elimination Service (NPDES) Construction General Permit (CGP) Stormwater Pollution Prevention Plan (SWPPP) implementation and inspections associated with these permits and plans.
- Successfully completed the Stormwater, Erosion, and Sedimentation Control Inspector (FSESCI) certification for FDEP Florida Department of Environmental Protection.
- Successfully completed the Stormwater, Erosion Control Inspector Training Program, CESSWI (Certified Erosion and Sediment/Stormwater Inspector), Certified Erosion Prevention & Sediment Control Inspector (CEPSCI), or a similar competency program to conduct routine compliance inspections in North Carolina/South Carolina.
