The North Dakota Office of Management and Budget (OMB) is looking for a Human Resources (HR) professional to serve as our next Senior Human Resources Advisor.

This is a unique opportunity to influence how Human Resources operations, technology, policies, and programs support agencies across Team ND. You'll serve as a trusted advisor, lead complex process improvement efforts, support statewide classification administration, and help shape the systems, processes, and technology used by HR professionals throughout state government.

Summary of Work

As the Senior Human Resources Advisor, you’ll:

  • Lead enterprise HR process improvement efforts that simplify work, reduce manual steps, and strengthen consistency across Team ND.
  • Use technology, automation, and data to improve workflows, strengthen decision-making, and simplify how HR work is accomplished.
  • Research and interpret federal employment laws, North Dakota Century Code, North Dakota Administrative Code, statewide HR policies, and HR best practices.
  • Advise agency HR professionals and internal partners on complex policy, process, system, and operational questions.
  • Support classification administration, workforce analysis, data and open records requests, and the Shared Leave Program.
  • Mentor HR team members and help strengthen knowledge, capability, and consistency across the HR community.
  • Serve as a trusted subject matter expert on HR operations, technology, policy, and processes while providing practical guidance to agencies and internal team members.
  • Facilitate complex or difficult conversations while building trust, strengthening relationships, and helping others move toward solutions.
  • Lead cross-agency work groups, projects, and enterprise initiatives by bringing together diverse perspectives and helping teams move from discussion to decision.
  • Build support for new ideas and enterprise initiatives by influencing through expertise, collaboration, and trusted relationships rather than formal authority.
  • Evaluate HR operations and processes to identify opportunities that improve efficiency, strengthen consistency, and reduce organizational risk.
