License Bureau Clerk

The hiring range for this position is $54,537 - $60,996. The full range for this position is $54,537 - $76,292.

The License Bureau Clerk performs clerical and customer service work of moderate difficulty in support of licensing and registration services provided to the public. This position is responsible for issuing a variety of licenses, permits, vehicle registrations, and driver's license applications; processing legal documents; collecting payments; maintaining accurate records; and ensuring compliance with state and local requirements. The License Bureau Clerk provides courteous and efficient customer service while working under the supervision of the License Bureau Chief.

Job Duties
  • Assists customers with driver's license applications, including REAL  Enhanced Driver's Licenses, verifies required documentation, and ensures compliance with state requirements.
  • Processes motor vehicle transactions, including titles, duplicate titles, personalized plates, duplicate plates, lien releases, odometer statements, inspections, reconstructions, and other related transactions.
  • Issues vehicle license plates, registration stickers, permits, receipts, and processes weight and registration class changes.
  • Reviews and processes registration and titling documentation submitted by automotive dealers.
  • Processes registrations and issues permits and decals for recreational vehicles, including boats, snowmobiles, all-terrain vehicles (ATVs), and off-road vehicles.
  • Collects fees, accurately enters transaction information into computerized licensing and point-of-sale systems, and processes customer payments.
  • Reconciles daily financial transactions and prepares required reports in accordance with state and county procedures.
  • Provides customer service by answering questions and assisting customers in person and by telephone while maintaining compliance with state and federal data privacy requirements.
  • Maintains accurate records, files, reports, and documentation related to licensing and registration transactions.
  • Performs other duties as assigned.
Qualifications
  • High school diploma or G.E.D.
  • Advanced training and experience in office procedures, customer service, cash handling, or related work preferred.
  • Must obtain Minnesota Title Clerk Certification within one (1) year of employment.
  • Must successfully pass a background study.
  • Equivalent combinations of education and experience may be considered.

Physical Requirements

  • Work is primarily conducted in an office environment with frequent interaction with the public at a service counter.
  • Ability to sit or stand for extended periods while processing customer transactions.
  • Ability to perform repetitive hand and finger movements associated with keyboarding and document processing.
  • Ability to bend, reach, twist, kneel, and perform other routine office movements.
  • Ability to lift and carry items weighing up to 40 pounds.
  • Visual acuity sufficient to read detailed documents and verify identification and legal paperwork.
  • Regular working hours are Monday through Friday during normal business hours, with occasional schedule adjustments as needed to meet operational needs.
