GSA Contracts & Proposals Specialist
ESPO Engineering Corporation is seeking a detail-oriented GSA Contracts & Proposals Specialist to manage the full lifecycle of GSA Schedule opportunities, with a primary focus on identifying, tracking, and submitting bids through GSA eBuy. This role is central to growing ESPO's footprint in federal IT, engineering, and staffing services contracting, ensuring timely, compliant, and competitive proposal submissions.
Key Responsibilities:
- Monitor GSA eBuy daily for Requests for Quotes (RFQs) and Requests for Information (RFIs) aligned with ESPO's GSA Schedule contract(s) and NAICS codes (e.g., 561320 – Temporary Help Services, and related IT/engineering SINs)
- Evaluate incoming solicitations for fit, eligibility, and strategic value; make go/no-go recommendations to leadership
- Prepare, assemble, and submit compliant quotes and proposals through eBuy within tight turnaround windows
- Coordinate with recruiting, delivery, and technical teams to gather staffing capabilities, resumes, past performance, and pricing inputs
- Maintain and update GSA Schedule pricing (GSA Advantage), labor category mappings, and contract modifications as needed
- Track all open, submitted, and awarded opportunities in internal systems to maintain a clear pipeline
- Ensure compliance with FAR/GSAR requirements, GSA Schedule terms, and Section 508/OCI/Reps & Certs documentation
- Build and maintain relationships with Contracting Officers (COs) and Contracting Officer's Representatives (CORs)
- Support broader federal capture efforts, including SAM.gov opportunity monitoring, teaming agreements, and subcontracting arrangements
- Maintain a library of reusable proposal content (technical narratives, past performance write-ups, resumes, compliance docs) to speed future submissions
Required Qualifications:
- 2+ years of experience with GSA eBuy and GSA Multiple Award Schedule (MAS) contract administration
- Working knowledge of federal procurement processes, FAR/GSAR regulations, and GSA Schedule compliance requirements
- Understanding of IT staffing, engineering services, or professional/technical staffing industries
- Strong writing skills with experience developing technical and business proposal sections
- Highly organized, able to manage multiple concurrent bid deadlines
- Proficiency with Microsoft Office/Word/Excel; comfort learning internal ATS/CRM tools (e.g., Job Diva)
Preferred Qualifications:
- Experience with SAM.gov, GSA Advantage, and FPDS
- Familiarity with staff augmentation contract vehicles (BOAs, IDIQs, BPAs)
- Prior experience supporting proposals for engineering, IT, or workforce/staffing services agencies
- APMP certification a plus
