Accommodation Tax Program Administrator
Job DescriptionPerform technical and specialized paraprofessional accounting tasks primarily in support of the accommodation tax program for the Village.
Distinguishing Features of the ClassAn employee in this class performs technical and administrative work in support of the accommodation tax program and revenue collection functions in the Finance office. Responsible for administering accommodation tax registrations, filings, collections, compliance activities, reporting and taxpayer assistance to ensure accurate collection of revenues in accordance with North Carolina laws and Village ordinances. Work requires use of paraprofessional accounting knowledge and the ability to make sound independent judgement within the scope of the job duties and legal parameters of the position.
Work is performed under general supervision of the Finance Director and is evaluated through conferences and by review of records and reports to determine the accuracy and timeliness of work and by independent audit of the financial records.
- Administers the Village's accommodation tax program in accordance with applicable North Carolina laws, Village ordinances, and Finance Department policies.
- Registers accommodation providers and maintains accurate taxpayer, property and account records within the Village's financial and accommodation tax administration systems.
- Reviews accommodation tax returns and payments for completeness and accuracy, reconciles collections with Village financial records and research discrepancies or account issues.
- Monitor taxpayer accounts to identify delinquent filings, unpaid balances, reporting inconsistencies and potential noncompliance.
- Identifies potentially unregistered accommodation providers through research of property records, rental management information, online rental platforms and other available resources.
- Communicate with taxpayers regarding registration requirements, filing deadlines, delinquent accounts, penalties, payment options and account corrections.
- Calculate taxes, penalties, and interest when applicable and prepares correspondence, notices and supporting documentation related to compliance activities.
- Serves as the primary point of contact for taxpayers, property owners, rental management companies and the public regarding accommodation tax matters.
- Prepares monthly, quarterly, annual and special reports regarding accommodation tax collections, registrations, compliance activities and revenue trends.
- Assists with annual financial audits, budget preparation, financial reporting and other Finance Department projects involving accommodation tax revenues.
- Recommend improvements to procedures, software utilization, internal controls and customer service processes to improve program effectiveness and operational efficiency.
- Attends training and maintains current knowledge of laws, regulations, and best practices affecting accommodation tax administration.
- Provides backup support for other Finance Department functions as directed by supervisor.
