Description of Work

This position reports directly to the East Bureau Chief of OSH Compliance and is responsible for planning, directing, and managing the daily operations of health and safety compliance activities for District 10, which encompasses 13 counties and is based in the Wilmington Field Office. The position is responsible for assuring that bureau goals, policies, practices, OSH standards (and other safety related regulations) and interpretations are effectively utilized by subordinate compliance officers to maximize efficient use of personnel and equipment supplied.

In addition, this position will provide administrative and technical supervision over health and safety compliance officers in the areas of: accident investigations, complaint and referral inspections, general scheduled safety/health compliance inspections, special emphasis compliance programs, case file management, education and training, public speaking, internal training, equipment operation and maintenance, legal interpretations, engineering and design of protective safety systems, hazard abatement assistance, and research and development of new technologies and procedures.

Furthermore, this position will ensure that assignments are appropriately distributed to field personnel to facilitate quality, timeliness and effectiveness of all completed tasks. Assurances of subordinate employees work quality, effectiveness, and efficiency is a key role for this position.

This employee is also responsible for proposing and directing the implementation of occupational safety standards and policies. District activities include the inspection of workplaces within the State (public and private sector), issuance of citations with associated monetary penalties for violations of safety and health standards, investigations of occupational safety and health complaints and significant accidents/catastrophes (including those resulting in fatalities. The issuance of citations may lead to litigation/conferences with the employers and employees regarding cited conditions.

This position is responsible for ensuring that all litigation is properly coordinated with the Attorney General’s office in accordance with established OSH Division policies. The health and safety compliance supervisor also participates in all pre/post contest negotiations (informal conferences/settlement negotiations).

In the performance of these duties, the health and safety compliance supervisor provides technical and regulatory assistance directly to compliance officers, employers, and employees in regards to interpretation of Federal and State law, as well as measures to ensure that places of employment fully meet their responsibilities as employers under the Occupational Safety and Health Act of 1970.

This position will review case file reports/inspection activity performed by subordinate compliance officers for technical content and to ensure that the following rules, regulations, statutes, and standards are appropriately used and enforced:

Other areas that this position is responsible for includes overseeing district and area field office operations. These additional duties include, but are not limited to, interaction with the administrative staff, coordinating case file processing, coordinating the maintenance and upkeep of field offices (building facilities), coordinating the usage and maintenance of state motor fleet vehicles, and coordinating the maintenance, operation and upkeep of an office-based computer network system.
