The City of Wilmington, a leading Delaware employer, provides the City's sanitation, recycling, street cleaning,water, and transportation services through the Department of Public Works. The Department provides a widearray of services, including once-a-week recycling and once-a-week residential solid waste collection,treatment and distribution of high-quality drinking water, collection and treatment of sewage, stormwatermanagement, sweeping of all City streets, street paving and repairs, maintenance of traffic signs and signals,line striping, rodent control, snow removal, and maintenance of the City fleet and City properties.
DUTIESAND RESPONSIBILITIES
This position performs a full range of GIS common tasks under minimal supervision while exercising discretion and independent judgment within the department’s established guidelines. It ensures the development and maintenance of reports based upon spatially referenced data and digital mapping. This role reports to theCity Engineer.
Additional responsibilities include:
- Data collecting, editing, computerized mapping, and sharing work primarily focusing on the water distribution and sewer collection systems.
- Responsible for maintaining, upgrading, and utilizing the GIS data and computerized mapping associated with the City’s Department of Public Works according to specifications and quality control standards.
- Provide staff support and conduct research in retrieving information from various GIS-related files and relational databases.
- Creates and manages metadata for data and projects. Performs data entry, digitization, and data manipulation.
- Participates in the design, development, and creation of databases, maps, and other projects.
- Provides GIS technical support in the development, presentation, and maintenance of geographic data applications.
- Demonstrates continuous effort to improve operations, decrease turnaround time, and streamline work.
- May keep basic records and prepare simple, accurate reports.
- Obtains and/or creates and maintains additional data layers as needed, such as legislative boundaries, street centerlines, contaminated sites, planimetries, topographical maps, and aerial and parcel mapping.
- Updates water and sewer systems with information from researching legacy records, Cityworks work orders and service records, and field data returned by crews.
- Creates easement layers from paper documents.
- Provides online map projects and datasets for staff.
- Provides information to engineering consultants, DelDOT, and the general public.
- Works with consultants on GIS-related projects to upgrade and add to the Public Works GIS system.
- Generates display mapping for the Department of Public Works and shares information with other City departments using ArcGIS Online or server applications as requested.
- Answers phones and provides relevant information to the general public and customers.
- Provides field help for mobile applications.
- Conducts GPS work.
- Assists with minor hardware and software problems.
- Performs all related work as required.
Evaluation for this position includes a review of the application materials, certification of qualified applicants, and a panel interview (in-person or virtual).
EDUCATION AND EXPERIENCE REQUIREMENTSGraduation from an accredited college or university, preferably with a degree in Engineering, Geography, orrelated area, with relevant experience with GIS (Geographic Information System) and utility mapping, or any equivalent combination of engineering and training which provides the required knowledge, skills, and abilities.
- Knowledge: Considerable knowledge using ESRI ArcGIS software. Knowledge of the basic principles and terminology of water and sewer systems. Field experience preferred.
- Skills: Proficiency in MS Office (Word, Excel, Access, etc.). Computer-Aided Drafting (CAD) experience preferred.
