What You’ll Do

The Human Resources Generalist is responsible for a broad range of human resources functions that support the agency, serving as a key resource for staff and leadership while ensuring the effective administration of recruitment, benefits, leave management, employee relations, compliance, and human resources programs.

Key responsibilities include:

  • Lead recruitment efforts, including posting positions, screening candidates, coordinating interviews, conducting background checks, and facilitating onboarding activities.
  • Maintain and update job descriptions and support hiring managers throughout the recruitment process.
  • Administer employee benefits programs, including enrollments, changes, provider communications, disability claims, COBRA administration, workers' compensation reporting, and unemployment claims.
  • Serve as the primary point of contact for employee benefits inquiries and education.
  • Track and administer employee leave programs, including FMLA, PFML, and other approved leaves of absence.
  • Support performance management processes and assist leadership in maintaining an effective evaluation program.
  • Collaborate with leadership on compensation administration, pay equity initiatives, FLSA compliance, and annual pay band updates.
  • Coordinate and deliver agency-wide training programs and maintain training records.
  • Provide guidance to supervisors and employees on HR policies, procedures, employee relations issues, and workplace concerns.
  • Assist in resolving employee conflicts and support positive employee engagement initiatives.
  • Develop, maintain, and update personnel policies, employee handbooks, and HR procedures.
  • Ensure compliance with federal, state, and local employment laws and regulations.
  • Maintain personnel records, HR databases, and required reporting metrics.
  • Coordinate workplace safety initiatives, OSHA compliance efforts, and workers' compensation programs.
  • Serve as a backup for payroll processing when needed.
  • Support special projects and organizational initiatives as assigned.

Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or a related field, or an equivalent combination of education or SHRM‑CP/SCP designation and related experience.
  • Minimum of ten years of experience in human resources, payroll, benefits administration, or related functions.
  • Strong knowledge of employment laws, HR best practices, benefits administration, leave management, and compensation practices.
  • Experience with HRIS systems and Microsoft Office applications.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Strong analytical, organizational, and problem‑solving skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Ability to build effective relationships across all levels of the organization.
  • Experience working in a nonprofit environment preferred.
  • Ability to work independently while managing multiple priorities and deadlines.
