Senior Technical Manager
- Secure Identity Programs (m/f/d)

for our headquarters in Munich:

Role Overview:

We are seeking a highly skilled and experienced Technical Manager to lead the technical delivery of complex identity management projects worldwide, typically national‑scale government programs covering 1M+ enrolled citizens. This position focuses on the full delivery lifecycle - from design to handover - of complex systems including identity documents, secure IT infrastructure, personalization equipment, database migration, PKI, system integration, and secure operations.

The ideal candidate is a project‑experienced delivery expert with a deep understanding of both hardware and system‑level deployments in field environments.

This position is based in Munich, with frequent coordination with international teams and project stakeholders. Candidates are expected to travel and work on‑site during key project phases.

Key Responsibilities:

  • Technical Delivery & Project Execution:
    • Drive the end‑to‑end technical delivery of identity infrastructure projects in coordination with the project managers.
    • Ensure timely, secure, and high‑quality delivery of: identity document systems, personalization solutions, secure hardware infrastructure, PKI, databases, APIs, and platforms,
    • Coordinate cross‑functional technical teams and vendors, ensuring smooth integration and operational readiness.
  • Infrastructure & Integration:
    • Lead infrastructure setup, including deployment of IT equipment, biometric and personalization hardware, and networking components,
    • Oversee integration of platform software with physical systems, APIs, PKI, and national registries,
    • Ensure successful data migration, system hardening, and field testing for Go‑Live.
  • Onsite Operations & Handover:
    • Prepare onsite installations and guide configuration of hardware and secure environments in‑country,
    • Conduct handover to local operations teams with detailed documentation, training, and operational guidance,
    • Support ramp‑up of operations and resolve initial technical bottlenecks on the ground.
  • Stakeholder & Vendor Coordination:
    • Serve as the key technical point of contact for customers, partners, and government stakeholders,
    • Manage collaboration with hardware suppliers, software vendors, integration partners, and local authorities,
    • Provide clear reporting and updates to internal and external stakeholders.
  • Quality, Compliance & Improvement:
    • Stay informed about trends and advancements in identity management technologies,
    • Analyze competitor solutions and industry best practices to provide insights for product development,
    • Advise management on opportunities for innovation and improvement.
Requirements
  • Bachelor's or Master’s degree in Engineering, IT, or a related technical discipline,
  • Minimum 7 years of experience in technical delivery of large‑scale government identity, border‑control, or critical‑infrastructure programs (e.g., population registers, ePassport/eID, PKI, or ABIS), preferably in emerging markets,
