Introduction

Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion. Deputy Attorneys General, with critical support from criminal special investigators, victim service specialists, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure the public's access to open government, protect the abused, and much more.
Statement
The Fraud and Consumer Protection Division, Consumer Protection Unit, seeks a Special Investigator. This Special Investigator will support the implementation and enforcement of Senate Bill 40. Senate Bill 40 expands the scope of the Consumer Fraud Act by making certain patterns or practices of violations by landlords of Manufactured Home Communities an unlawful consumer fraud practice. The legislation further authorizes the Attorney General to initiate legal action, including filing petitions in Justice of the Peace Court to establish receiverships of Manufactured Home Communities under specified circumstances.
Specifically, this Special Investigator will review complaints; conduct interviews; prepare and submit timely written reports; assist with the identification and documentation of patterns of unlawful conduct; coordinate with regulatory and law enforcement agencies; use and maintain investigative equipment; use and maintain hardware and software for data analysis, document review and case preparation; work closely and collaborate with other members of the Consumer Protection Unit to prepare cases for prosecution;
and perform other duties as required.
- Experience with financial fraud or other business-related investigations.
- Conduct investigations, which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.
- Interview witnesses, obtain evidence, attend court proceedings, and testify when appropriate and provide overall vertical assistance to Deputy Attorney Generals on specific prosecutions or investigations.
- Verify claims of alleged or probable violations.
- Examine various records and documents in order to ascertain relevant information; identify, gather, collect, evaluate and preserve evidence.
- Make judgments after evaluating all available facts and recommend appropriate action.
- Interpret and apply applicable laws, rules, regulations, standards, policies, and procedures.
- Prepare comprehensive and timely investigative reports; document interviews and other investigative efforts.
- Testify in criminal or civil courts, before a Grand Jury, or during an administrative hearing.
- May conduct surveillance and undercover investigations.
- Prepare criminal or civil cases for prosecution.
- Ability to work independently or in a team to investigate and prosecute complex cases.
- Maintain professional liaisons and strong lines of communication with other law enforcement partners.
- Substantial experience as a Law Enforcement Officer.
- Ability to work independently or in a team to investigate complex and difficult cases.
- Ability to prepare comprehensive investigative reports for review by a Deputy Attorney General for civil complaints.
- Ability to qualify and carry a weapon.
- Strong written and verbal communication skills.
- Current Council on Police Training (COPT) Certificate or recent COPT certification.
- Familiarity with Microsoft Office (Word, Excel, PowerPoint), DELJIS, NCIC, and LEISS.
- Possession of a valid driver’s license.
- Willingness to travel and attend various training opportunities as needed.
