Description Of WorkThe primary purpose of this position is to lead change to improve and sustain safety, permanency and well‑being outcomes for children through the oversight of the statewide Child Welfare workforce development and training system to build capacity in all 100‑county Department of Social Services and state child welfare staff as well as private providers.
This position is responsible for exploring, installing and implementing a child welfare continuous quality improvement model (CQI) using implementation science to improve the safety, permanency and well‑being outcomes for children through the alignment of statewide staff development training and workforce development, in accordance with state and federal law, rule and policy.
This chief position directly supervises one Administrative Associate and one HSPM II, Staff Development Manager. The statewide Child Welfare Workforce & Staff Development Section consists of one staff development manager (HSPM II), one training manager (HSPM I), one workforce coordinator (HSPC II), eighteen curriculum developer and trainers (HSPC II) and two administrative associates.
Other critical management duties include the Child Welfare Workforce Coordination and all of initiatives around Workforce Development: CWEC‑Child Welfare Education Collaborative;
Workforce Recruitment and Retention Efforts;
Oversight of ongoing curriculum development and revisions as necessary;
Coordination of contracts with university partners as well as the recruitment of additional training resources to meet the on‑going state child welfare training needs.
The position serves on the Child Welfare Executive Management team and acts on behalf of the Deputy Director of County Operations to fulfill the mission and vision of the Section in alignment with Department, Division, state and federal priorities.

Salary Range: $75,925 - $148,054
Recruitment Range: $75,925 - $107,816
- Direct or indirect experience in program areas and supportive programs for all child welfare programs; including Child Protective Services, In‑Home Services, Foster care and Adoption Services;
Child Welfare Training, Program Monitor and the local service delivery system through the county departments of social services. - Experience in interpreting federal law and regulations and state law, policies and procedures.
- Experience in supervising staff of professional and support positions.
- Demonstrated skills to study quantitative and qualitative information of automated systems using relational database concepts to identify ways to achieve long range goals and meet vision of the agency.
- Experience and demonstrated skill in change management and implementation science; and lead CQI change efforts to improve safety, permanency and well‑being outcomes for children.
This position is 100% federally funded.
