Overview

The North Carolina Department of Environmental Quality (DEQ) is the lead agency for protecting environmental resources in the state. The Division of Energy, Mineral and Land Resources (DEMLR) administers programs related to dam safety, mining, sediment control, and stormwater to support public health and environmental stewardship.

Description of Work

This role serves as an Engineer II within DEMLR’s Post Construction State Stormwater program. The engineer evaluates project designs for compliance with federal and state laws, provides technical guidance, performs site inspections, and assists stakeholders throughout the permitting process.

Key Responsibilities
  • Timely and detailed review of permit applications, engineering drawings, specifications, and calculations within procedural and statutory deadlines.
  • Preparation of technical documents communicating review results to stakeholders.
  • Site inspections of facilities regulated under Stormwater, Sediment Control, Dam Safety, and Mining programs.
  • Provision of engineering guidance, written documentation, and compliance recommendations to staff, clients, and the public.
  • Facilitation of project development, design, construction, and permitting through meetings with applicants and consultants.
  • Secondary duties in Erosion/Sediment Control, Mine Operation and Reclamation, and Dam Safety programs as needed.
Qualifications
  • Bachelor’s degree in an applicable engineering field from an accredited institution.
  • Three (3) years of progressively responsible experience, or an equivalent combination of education and experience.
  • Strong technical writing, public speaking, and stakeholder communication skills.
  • In-depth knowledge of hydrology, soils, vegetation, hydraulics, and stormwater engineering concepts.
  • Ability to manage multiple priorities and meet deadlines.
  • Professional Engineer registration by the North Carolina Board of Examiners for Engineers and Surveyors is preferred.
