Position Overview /DutiesThis is a Direct Hire Authority (DHA) announcement for a Budget Analyst in the South Atlantic Division, Wilmington District, Resource Management Division You may be hired as either the GS-07 recent graduate (BS degree), GS-09 or higher, depending on years of specialized work experience, with promotion potential to the GS 11 or at the GS 11 full performance level. GS-07 and 09 assignments are less complex and intended to lead to the full performance of GS 11 Budget Analyst.

Duties- Serves as a Budget Analyst, providing comprehensive budgetary and financial services for a complex, multi-million dollar program (Civil Works, Military, and Revolving Fund) funded through Civil Works (Investigation, Construction, O&M, FCCE), military appropriations, and contributed funds.
- Annual Budgeting, Forecasting & Financial Modeling:
The incumbent supports the formulation and forecasting processes by compiling, editing, and analyzing District budget estimates for consistency with historical levels and staffing shifts. Utilizing financial modeling, the analyst reviews budget requests against unforeseen factors, accounting changes, and alternative funding sources. Working as a collaborative partner, they advise management on limitations or deficiencies, process reprogramming actions, prepare draft justifications, and assist District Managers with standardizing budgetary methods and submitting schedule changes. - Financial Analysis & Financial Storytelling:
The incumbent conducts routine financial analysis by monitoring expenditure rates, obligations, and funding utilization to track reprogramming needs and meet deadlines. Utilizing core systems, they extract funding documents and process them directly in the Financial Management System. Through financial storytelling, the analyst performs monthly reconciliations with accounting reports to ensure systems are in balance, translating technical discrepancies into clear, routine execution reports that support decision-making. - Reimbursable Programs & Collaborative Business Partnering:
The incumbent acts as a functional financial liaison, processing reimbursable customer orders from military installations, state, and other federal agencies. They execute transactions by inputting customer orders, processing funding approvals, and coordinating reprogramming in the Financial Management System. To maintain fiscal control, the analyst assists with the distribution and closeout return of customer funds and maintains the official registers for reimbursable customer orders and funding documents.

Experience:
Specialized Experience GS-7:
One year of specialized experience which includes: (1) formulating operating budget estimates (supporting Annual Budgeting); (2) assisting in operating budgetary duties and tracking financial trends (supporting Forecasting); and (3) reviewing budget requests and line items to assure that the estimated amounts are within established guidelines. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance, accounting, business administration, or a related discipline to the position.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement.
