About the AgencyThe North Carolina Department of Health and Human Services (DHHS) is one of the largest and most complex agencies in the state, employing approximately 17,000 people. It is responsible for ensuring health, safety, and well‑being of North Carolinians and providing human services to special populations including individuals who are deaf, blind, developmentally disabled, or mentally ill.
Responsibilities- Design, develop, maintain, enhance, document, and support computer applications for NC DHHS.
- Gather requirements from users, design databases and applications, program, test, implement, and train users.
- Support users in the use of applications and maintain superior customer relationships.
- Understand business functions and technology components of the department.
- C#, .NET, Microsoft IIS, SQL, and Git Hub
- Agile frameworks such as Scrum or Kanban
Skills and Abilities
- Understand business requirements and translate them into specific software requirements.
- Knowledge of general IT architectural principles, technical designs, and specifications.
- Learn new software systems and programming languages by studying available references and self‑paced training.
- Communicate verbally and in writing with non‑technical clients.
- Experience using SQL Server Reporting Services
- Experience using Microsoft Azure Dev Ops
- Experience using JIRA
Minimum education and experience requirements are as follows:
Salary grade range: $81,504.00 – $. Recruitment range: $81,504.00 – $.
Position is funded in part through federal funds and is eligible to be hybrid; onsite reporting is required in Raleigh, NC.
