Overview

Trillium Construction is seeking an experienced Preconstruction Manager on behalf of our client in Wilmington, North Carolina. Our client specializes in general contracting, ICT, and FF&E services for commercial and government clients.

The Preconstruction Manager will lead and manage the preconstruction phase of projects, from lead intake through Notice to Proceed. This role is responsible for overseeing proposal responses, estimating activities, pursuit timelines, and internal coordination—ensuring a seamless transition from opportunity identification to project execution. This position serves as the critical link between business development, estimating, project management, and executive leadership.

Responsibilities
  • Coordinate and manage the full preconstruction process for assigned projects.
  • Lead the development of detailed and competitive proposals in response to RFPs and RFQs.
  • Oversee cost estimating and value engineering efforts using tools like RS Means and e4

    Clicks.
  • Maintain and manage pursuit calendars, milestones, and deliverables.
  • Establish and refine standardized workflows to ensure consistency and efficiency.
  • Act as a liaison between internal teams and external stakeholders to ensure alignment and timely communication.
  • Support executive leadership in strategic decision-making during preconstruction.
Qualifications

Education & Experience:

  • 5–10 years of experience in commercial, institutional, or government/military construction estimating.
  • High school diploma or equivalent required.
  • Associate’s or Bachelor’s degree in Construction Management, Estimating, Project Management, or a related field preferred.
  • Strong verbal and written communication skills; ability to translate complex data for diverse audiences.
  • Highly organized with strong attention to detail.
  • Proven time management and ability to meet tight deadlines.
  • Analytical thinker and creative problem-solver.
  • Ability to prioritize multiple tasks and adapt in a fast-paced environment.
  • Upholds integrity, professionalism, and discretion in all dealings.

Technical Proficiency:

  • Advanced knowledge of Microsoft Excel and estimating software (RS Means, e4

    Clicks preferred).
  • Proficient with Microsoft Office Suite and able to learn internal systems quickly.
