Do you like maximizing the value of public assets and ensuring they are strategically managed for long-term performance?

We are seeking a Director of Asset and Property Management to serve as a key member of the City’s leadership team and the founding leader of a newly established department. This role offers a unique opportunity to build organizational structure and oversee the administrative management and coordination of daily operations, special events, and projects within General Services functions, including building and fleet maintenance, right-of-way maintenance, and real estate.

This executive-level position provides strategic vision, directs departmental operations, and ensures efficient, safe, and compliant service delivery across multiple divisions. The Director leads a diverse team, manages budgets and contracts, implements capital and operational initiatives, and serves as a liaison to City Council, municipal departments, vendors, and the community. Through collaboration, policy development, and operational oversight, the Director ensures the City’s assets and services align with strategic goals, maintain high-quality standards, and support the broader mission of the organization.

Responsibilities
  • Directs, coaches, and develops departmental personnel across the General Services divisions including fleet services, landscape maintenance, facility operations, and property management; tracks and provides training for personnel certifications and licensing requirements; conducts performance evaluations and recommends corrective actions; maintains a positive working environment and suggests improvements.
  • Plans, directs, coordinates, administers and controls activities within the divisions through division leadership and evaluates departmental efficiency and effectiveness through work order reviews, visual inspections, staff discussions, and client feedback; ensures timely completion of tasks and adherence to quality standards; responds to emergencies during and after work hours.
  • Implements strategic planning for new facilities and capital projects working with the Capital Improvement Project (CIP) Department; collaborates with staff and leadership to develop and implement repair, renovation, and maintenance plans related to right of way maintenance, city beautification, building needs, buildings and grounds maintenance, automotive maintenance, motor pool and property management.
  • Develops annual and five-year plans for all divisions and other special initiatives; ensures projects are completed efficiently, safely, and in accordance with departmental standards, City Manager and community expectations.
  • Prepares, monitors, and manages operating and capital budgets; ensures expenditure remains within budgetary guidelines; manages purchasing processes for the General Services Department.
  • Serves as liaison to City Council, client departments, and other municipal stakeholders; evaluates work requests and clarifies needs and coordinates interdepartmental activities to achieve results.
  • Establishes departmental policies, procedures, and standards for General Services Department and ensures compliance with municipal regulations and promotes operational excellence.
  • Oversees contracts, vendor performance, and procurement activities related to fleet, facilities, landscaping, and maintenance; ensures quality, compliance, and cost-effectiveness.
  • Maintains accurate records, prepares reports on expenditures, projects, property damage, inventory, equipment usage and operational performance; utilizes Microsoft Office Suite and applicable software to manage departmental data, track work progress, plan and coordinate personnel, equipment, and materials for projects and supports decision-making.
