About the Environmental Health/Landfill Division:
Landfill Operations include operating the City’s construction and demolition landfill, industrial landfill, and composting site as well as maintaining the current and past landfills following closure, per State and Federal regulations. These operations provide a means of disposal for City waste, primarily street sweepings, illegal dumping, neighborhood clean ups, construction debris, and grass clippings. The operation of open and closed landfills is key in ensuring Wichita’s continued focus on Environmental Health and Safety.

RoleDescription:
This is supervisory work directing the activities of laborers, equipment operators, trades persons, and contractors in the operation and maintenance of open and closed city landfills. Work involves scheduling, training, advising, inspecting, evaluating, reporting, estimating, and monitoring. Work requires technical expertise in all areas being supervised and in the proper use, care, and maintenance of tools and equipment. Employees supervised are on one crew but may have to supervise multiple crews.
General direction, maintenance plans, and priorities are established by a higher‑level supervisor. Work supervised is narrow in scope but of moderate complexity. This position will require working outdoors in inclement weather including but not limited to, rain, snow, ice, sleet, heat, and humidity and may include snow and ice removal and/or emergency response operations that would include operating equipment and vehicles on overnight shifts, weekends and in low‑light and low‑visibility conditions, or other adverse weather conditions.

- Directs the construction and maintenance of the landfill tipping deck.
- Ensures compliance with safety, EEO, and other regulations that govern work performed.
- Completes required daily reports.
- Recommends policy and procedure improvements.
- Ensures that preventive maintenance is performed on assigned equipment.
- Maintains program and project data files and assists with database management.
- Advises other employees having difficulty or technical problems and inspects their work.
- Investigates complaints and follows through appropriately.
- Directs the development and administration of safety activities among employees.
- Monitors work in process, making frequent on‑site evaluations.
- Evaluates employee performance and initiates recommendations for disciplinary action and/or merit recognition.
- Inspects and documents construction projects.
- Gathers and compiles data related to inventory and condition of the active and closed landfills and landfill gas collection systems.
- Makes and checks engineering computations.
- May assist with the preparation and presentation of technical reports.
- Assumes the responsibilities and duties of the Landfill Operations Manager in his or her absence.
- Completion of work assignments will require the operation of a vehicle.

- Thorough knowledge of the procedures, tools, equipment, and materials used in landfill operations and maintenance.
- Ability to learn to use a laptop computer with Neo Gov, Yokogawa, GIS, Excel, and Word software.
- Thorough knowledge of the safe use of standard hand and heavy equipment employed in the operation, maintenance and repair of landfills and landfill systems.
