Position Overview

Operates heavy equipment and performs skilled manual labor in the construction, maintenance, and repair of City streets and other facilities. May act as lead worker on assigned jobs. General supervision is provided by a Street Maintenance Supervisor. Responsibilities may include the lead direction of an assigned Street Construction Laborer crew. The Street Construction Equipment Operator is distinguished from the class of Street Construction Laborer by the operation of heavy street construction and maintenance equipment, and acting as a lead worker on assigned activities.

Essential Duties and Responsibilities
  • Spread asphaltic road building material over road surface by shoveling, raking, and brushing material to correct thickness;
  • Crackseal, patch, oil, and seal road surfaces;
  • Use various hand tools such as shovel, pick, mattock, axe, and broom;
  • Operate a jackhammer, other pneumatic tools, and various power tools;
  • Repair and patch curbs, gutters, bridge decks, headwalls, sidewalks, and perform related concrete work;
  • Check brakes, lights, tires, fuel, oil level, and auxiliary equipment as required, and make minor field repairs and adjustments;
  • Clean, adjust, and service tools and equipment;
  • Clean and sweep work areas;
  • Set out and pick up barricades and warning signs;
  • Serve as flagperson on street work projects;
  • Sand bag various locations for flood protection;
  • Assist the operator on the rock chip spreader and operate the patchmaster;
  • Operate acetylene torch;
  • Operate a variety of heavy street construction and maintenance equipment which may include, but not be limited to, the following: four to ten-yard dump trucks, water tank trucks, front end loaders, spreaders, pavement rollers, tractor with attachments, distributor trucks, rock chip spreader, winch truck, compactor-dozer, truck crane, crane equipped with a dragline or clamshell attachment, motor-grader, crawler tractor, backhoe, gradall, bulldozer, self-loading scraper, cold mill planner, and track loader;
  • Drive a heavy-duty truck tractor unit towing various kinds of trailers used to haul heavy equipment, water tanks, oil tanks, and other equipment;
  • Load and unload equipment from trailer;
  • Cut, level, slope, grade, compact, finish, and otherwise prepare street surfaces, levees, alleys or rights of way;
  • Rig and set up booms and attachments and change cables and buckets on cranes;
  • Operate level for setting grades;
  • Assist in training other employees;
  • Serve as lead worker of an assigned street construction and maintenance crew;
  • Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.
Qualifications

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

  • One year full‑time experience performing the duties of Street Construction Laborer.
  • Three years full‑time experience in street construction or maintenance work, one of which must have involved the operation of heavy street construction and maintenance equipment.
  • Two years of full‑time experience in street construction or maintenance work and the successful completion of a recognized heavy equipment operator's course.
Special Qualifications

Driver License: Possession of a valid California Class C Driver License at the time of appointment. Loss of the Class C License is cause for discipline. Individuals who do not meet this requirement due to physical disability will be reviewed on a case‑by‑case basis.

Residency Requirement: Employees in this classification must reside within thirty‑five (35) air miles from the freeway interchange at W‑X Streets, 29th‑30th Streets within one year following appointment.

Probationary Period: Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.
