Role description:
Arcadis is seeking a Field Performance Construction / Project Manager on an owner’s construction team provides on-site oversight and independent validation of what the Construction Management (CM) firm is building and reporting, as well to drive critical activities to maintain project milestones. The individual will report into the Construction Project Director and support a matrixed organization.
- Distribution of field resources as needed
- Review EPCM deliverables for completeness and quality inclusive of change reports, cost reports, schedule and earned value reporting. Independent verification & validation
- Validate CM’s progress reports, production logs, and field measurements against plan and actual accomplishments.
- Support the reconciliation of field quantity takeoffs with contractor/CM billings and payment applications.
- Support the measurement of percent complete using agreed measurement techniques (sampling, walkdowns, joint inspections). Schedule oversight
- Validate progress updates, changes, and logic; check critical path impacts.
- Issue independent schedule risk flags and time impact analyses when needed. Cost & earned value oversight
- Review owner-side earned value records and cost forecast models.
- Review and comment on cost-to-complete and forecast at completion.
- Support review of EPCM Field Performance Reports (weekly/biweekly) summarizing: verified progress, quantity variances, earned value metrics, productivity observations, and recommended corrective actions.
- Maintain an issues and action-tracking log tied to schedule and cost impacts.
- Support and allocate resources of team to confirm contractor compliance with approved submittals, quality standards, and test/inspection results that affect progress or payment.
- Coordinate field inspections with QA/QC and HSE when issues affect performance metrics.
- Provide independent measurement and time/cost impact data for change orders and potential claims in consultation with estimating leads and PMs.
- Assemble contemporaneous evidence and audit trails to support negotiations.

Qualifications &Experience:
- Technical:
Working understanding of construction means & methods in mechanical, electrical and HVAC disciplines. - Working understanding of scheduling, and earned value management.
- Tools: proficiency with scheduling, quantity takeoff tools and spreadsheets, cost/EVM tools spreadsheets or owner systems, photo/document management.
- Soft skills:
assertive but diplomatic communication; conflict resolution; clear report writing and presentation; leadership of small technical teams. - Experience:
multi-year construction experience on owner or EPC side, experience reconciling contractor reports, and familiarity with contract clauses affecting measurement and payment. Several mid to large projects with escalating levels of responsibility in trade management through program management. - Ability to provide legal US work authorization documents required. Will consider US domestic travelers and relocation.
