Capital Construction Procurement Manager

Wilson, NC (Remote, shifting to onsite after 1st year on contract)

Contract

$80 - $100 per hour (W2 basis)

Travel: 1 week/month to Conshohocken, PA during the first year

ABOUT

THE ROLE

Our client is seeking a Capital Construction Procurement Manager to lead procurement and contract negotiations for capital equipment and construction projects, with a primary focus on drug product manufacturing. This contract role is initially remote, transitioning to onsite in Wilson, NC after the first year, and requires monthly travel to Conshohocken, PA during the first year. The position is responsible for managing supplier relationships, issuing RFI/RFP/RFQs, and coordinating cross-functional approvals to ensure timely and cost-effective procurement.

You will oversee a team of capital equipment buyers, manage vendor contract negotiations, and project manage the procurement of laboratory and in-process testing equipment. The role also involves facilitating contracts for procurement, engineering, and commissioning activities, tracking equipment delivery, securing customs duty savings, and reporting procurement cost savings. Success in this role requires strong collaboration with internal teams and external partners, proficiency in procurement systems, and demonstrated efficiency in both remote and onsite work environments.

WHAT YOU'LL DO
  • Lead and manage vendor contract negotiations, including the development and implementation of MSAs, OTAs, and SOWs through eMarketplace Contracting (eMC) and Supplier Contracting Services.
  • Oversee the procurement of capital equipment and construction, negotiating payment terms, payment milestones, and package discounts during commercial bid evaluations with external partners.
  • Supervise and mentor a team of 4 capital equipment buyers, ensuring effective team performance and development.
  • Coordinate and circulate fully negotiated package recommendations to System Owners and Project Procurement, Engineering, PMO, and Construction Leads for approval, and follow up to ensure timely purchase order creation.
  • Manage supplier relationships, including issuing RFI/RFP/RFQs to external stakeholders (with a preference for local suppliers), conducting effective negotiations, and ensuring appropriate risk management.
  • Prepare and deliver weekly and monthly project updates, and actively participate in project procurement update meetings with internal and external partners.
  • Directly project manage the procurement of laboratory and in-process testing (IPT) equipment, ensuring timely delivery and installation.
  • Facilitate and negotiate project partner contracts for procurement, engineering, and commissioning & qualification (C&Q) activities.
  • Collaborate cross-functionally with Quality, Operations, PMO, Engineering, and various System Owners/Users to drive project success.
  • Escalate procurement issues to project partners and participate in regular calls with vendors to resolve challenges and maintain project momentum.
  • Oversee the delivery of equipment, identify and secure customs duty savings, and ensure strong stakeholder management throughout the process.
  • Identify, achieve, and report procurement cost savings for the project, supporting overall project financial objectives.
WHAT YOU BRING
  • Procurement experience supporting capital construction projects for drug product manufacturing, including supply chain or direct materials.
  • Shared services center knowledge with Procure to Pay cycle experience.
  • Demonstrated experience collaborating with contracting, legal, finance, engineering, and/or operations functions.
  • Strong knowledge of procurement systems (e.g., Ariba, Scout, ).
  • Proven efficiency working both remotely and onsite with business partners and suppliers (4-6 years’ experience).
  • Proficiency in procurement processes and best practices.
  • Experience managing and leading vendor contract negotiations, including MSA, OTA, and SOW development and implementation.
  • Ability to manage, mentor, and lead a team of capital equipment buyers.
  • Strong supplier relationship management and risk management skills.
  • Project management experience, including tracking equipment delivery, securing customs duty savings, and reporting cost savings.
  • Excellent cross-functional collaboration and stakeholder management abilities.
  • Strong communication, organizational, and problem-solving skills.
