You Will Do

As the Capital Projects Engineering Manager
, you will lead high-impact projects from vision to reality while guiding a talented and dedicated team. You’ll oversee the planning, design, and construction of capital improvements that leave a lasting mark on the community. This role is hands-on, collaborative, and strategic. You’ll partner with internal departments, consultants, contractors, and the public to deliver projects that improve mobility, sustainability, and livability across the city.

Your Background
  • Bachelor’s degree in Civil Engineering
  • Oregon Professional Engineer registration (or ability to obtain within six months)
  • Six years of engineering experience, including at least three years in public works or capital project management
  • Excellent leadership, collaboration, and project delivery skills

Essential Job Functions

Under the general supervision of the City Engineer, this role manages the Engineering Division's capital projects function for the Community Development Department. Specific areas of focus include implementing the City’s Capital Improvement Program; providing professional engineering oversight in project programming, planning, design, construction and administration; managing staff and outside consultants and contractors; and coordinating with other agencies. This position coordinates with the Development Engineering Manager to efficiently schedule and assign duties to Engineering Division staff.

This position reports to the City Engineer and supervises engineering staff as assigned.

Division Management Responsibilities
  • Establishes long-range goals and plans for the division and maintains short-range plans that accomplish division goals, including CIP project schedules, personnel allocation, budget, and operation.
  • Develops and administers the division's budget in collaboration with the Development Engineering Manager.
  • Holds assigned staff accountable for personal goals and contributions towards organizational objectives and values. Supervises and manages assigned staff, including performance reviews and other personnel matters. Evaluates need for and provides training opportunities and career development.
  • Participates in staff selection and provides input.
  • May serve as acting City Engineer when assigned.
