Stormwater Management Coordinator

The City of Wilsonville is seeking a Stormwater Management Coordinator to oversee and coordinate the City's stormwater management program. This position plays a key role in administering stormwater permits, conducting inspections, supporting development review, coordinating water quality monitoring, and ensuring compliance with local, state, and federal stormwater regulations.

The following tasks are representative and not to be considered all inclusive.

• Develops and implements short- and long-range goals and objectives related to stormwater management, environmental compliance, and water quality protection activities; evaluates program effectiveness and recommends modifications.
• Participates in implementation and compliance activities associated with the City's National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit, Stormwater Management Plan, Total Maximum Daily Load (TMDL) requirements, and related environmental compliance programs.
• Reviews and evaluates regulatory documents, reports and proposals relating to areas of environmental or natural resource science.
• Participates in projects using natural systems management techniques to enhance, restore or conserve natural resources, including wetlands, uplands, stream riparian corridors, and other habitats.
• Provide overall coordination and compliance with the City's NPDES Stormwater permit and implementation of the Stormwater Management Plan.
• Administer Oregon Department of Environmental Quality (DEQ) 1200-CN construction stormwater permit responsibilities within the City's Qualified Local Program, including review of eligible construction activities, erosion and sediment control measures, permit compliance requirements, inspections, and documentation.
• Coordinate activities associated with DEQ 1200-CA permits and other applicable construction stormwater permit programs for public infrastructure projects.
• Coordinate compliance activities associated with stormwater management and environmental protection requirements. Responsible for identifying required activities and results, coordinating with other City staff, and negotiating appropriate commitments with other parties.
• Conduct inspections and investigations of businesses, facilities, and construction sites to identify environmental concerns and/or non-compliance issues. Follow City enforcement protocols; record incidents; coordinate with other City staff; recommend and implement enforcement actions as required.
• Explain City codes, policies, and procedures to members of the public, businesses, contractors, consultants, and City employees; serve as a technical resource during development review activities related to stormwater management and environmental protection; review site plans, drainage reports, and stormwater facility designs; prepare comments; and make recommendations regarding compliance with applicable regulations and standards. Coordinate inspection, operation, maintenance oversight, and compliance activities associated with public and private stormwater management facilities consistent with applicable permit requirements and City standards;
  
  ensure proper operation and maintenance of private stormwater management facilities consistent with the requirements of City's NPDES Stormwater permit.
• Input data into appropriate databases, ensuring that all data is accurately categorized by type and that all necessary information is recorded.
• Administer water quality monitoring, interpret data, perform statistical analysis, monitor areas of concern, identify trends, and report results orally and/or in writing.
• Implement outreach and education programs about stormwater management and environmental protection.
• Respond to citizen inquiries and complaints.
• Other duties as assigned.

Education:

Requires an Associate's degree in Environmental Science or a closely related field.
