Job DescriptionSummary: Provide a wide range of administrative, management, technical and/or inspection services to assist the Supervisor of Construction with all aspects of capital construction projects.
Qualifications- Applicants must hold a High school diploma or GED; minimum of ten (10) years of experience in a construction-related field; and trade-related training in one or more construction fields.
- Ability to read and understand the requirements of contract drawings and specifications.
- Knowledge of construction means, methods, procedures, and terminology.
- Knowledge of codes referenced in the contract documents which stipulate the requirements for installation and workmanship on the trades involved in the work (e.g. ACI, SMACNA, NFPA, NEC, IBC, ASHRAE, etc.).
- Understanding the General Conditions of the Construction contract.
- Ability to read and understand a construction bar chart schedule.
- Ability to communicate effectively orally and in writing.
- Knowledgeable and proficient in using Microsoft Office products, i.e. Word, Excel, etc.
- Report to the construction site daily and perform the essential function of the position.
- Provide daily progress reports to the Supervisor of Construction and the project architect.
- Observe the quality and progress of the construction to determine that it is proceeding in accordance with the contract documents and construction schedule. Notify architect/engineer and owner immediately if work does not conform with the contract documents or requires special investigations and document same in the Clerk‑of‑the‑Works’ daily report.
- Monitor and inspect all construction materials, equipment, and supplies for compliance with the contract documents.
- Inspect installation and workmanship for compliance with the approved plans, specifications, and referenced standards. Verify compliance prior to cover or close‑in of work.
- Monitor quality and coordination of each subcontractor’s work at all times. When applicable, recommend to the owner, architect, and engineer (A/E) ways to resolve identified problems.
- Report any discrepancies noted in plans and specifications to the A/E for clarification or resolution. The project Clerk of the Works shall not interpret or change approved plans and specifications, nor provide instruction to the contractor or the sub‑contractors.
- Maintain records, including a daily log of construction activity, to show the progress of and changes in the project during construction.
- Notify the general contractor of any safety violations, OSHA visits, accident reports, and corrective actions taken.
- Observe tests required by the contract documents. Record and report to the A/E and owner the contractor’s test procedures and, where applicable, results of the tests.
- Report presence of and activities performed by all testing & inspection agents.
- Work cooperatively with the firms providing inspections and testing services to ensure the best interests of the Frederick County School Board are served.
- Verify invoices for on‑site tests/site visits of independent testing entities.
- The Clerk shall report, in writing, to the owner and A/E any notifications from the contractor of dates and times that services will be disrupted.
- Attend project meetings as the owner’s representative and report to the A/E in writing on the proceedings with the exception of written reports of scheduled progress meetings.
- The Clerk shall maintain, on site, a complete set of meeting minutes as a “running record” of the evolution of problems and solutions during construction.
