Job Summary
Frederick County Public Schools Planning & Construction Services – Winchester, Virginia.
Provide a wide range of administrative, management, technical and/or inspection services to assist the Supervisor of Construction with all aspects of capital construction projects. The position will act as the Court Clerk of the Works, ensuring compliance with contract documents, standards, and schedules, and representing the owner in meetings.
Qualifications- High school diploma or GED; minimum of ten (10) years of experience in a construction-related field.
- Trade-related training in one or more construction fields.
- Ability to read and understand contract drawings, specifications and bar chart schedules.
- Knowledge of construction means, methods, procedures and terminology.
- Knowledge of relevant codes (ACI, SMACNA, NFPA, NEC, IBC, ASHRAE, etc.).
- Understanding of the general conditions of the construction contract.
- Ability to communicate effectively orally and in writing.
- Proficiency with Microsoft Office (Word, Excel, etc.).
- Report to the construction site daily and perform the essential functions of the position.
- Provide daily progress reports to the Supervisor of Construction and the project architect.
- Observe the quality and progress of construction to ensure compliance with contract documents and schedule; notify architect/engineer and owner immediately if there are non-conformities.
- Monitor and inspect all construction materials, equipment and supplies for compliance.
- Inspect installation and workmanship for compliance with approved plans, specifications, and referenced standards; verify compliance prior to cover or close‑in of work.
- Monitor quality and coordination of each subcontractor’s work; recommend resolution of identified problems.
- Report discrepancies noted in plans and specifications to the A/E for clarification; do not interpret or change approved plans.
- Maintain records, including a daily log of construction activity, to show progress and changes.
- Notify the general contractor of safety violations, OSHA visits, accident reports and corrective actions.
- Observe tests required by contract documents, record and report results to the A/E and owner.
- Report presence and activities of all testing and inspection agents.
- Work cooperatively with firms providing inspections and testing services.
- Verify invoices for on-site tests and site visits of independent testing entities.
- Report to owner and A/E any notifications from the contractor of service disruptions.
- Attend project meetings as the owner’s representative and provide written reports except for scheduled progress meetings.
- Maintain a complete set of meeting minutes as a running record of problems and solutions.
- Maintain current copies of contract documents, correspondence, shop drawings, samples, supplementary drawings, contractor lists, discrepancies, unresolved issues, punch lists and third‑party inspection reports at the job site.
- Confirm that changes required by approved change orders are incorporated and reflected in the contractor’s progress schedule.
- Review contractor’s detailed schedule, advise on progress and scheduling issues, monitor critical‑path slippage, and recommend recovery plans.
- Verify accuracy of quantities and labor for change orders; ensure change orders are complete.
- Observe contractor’s record drawings and notify architect of any failure to maintain up‑to‑date records.
- Review payment applications, assist in disposition recommendations.
- Facilitate communication between general contractor, architect and governmental agencies.
- Review project plans for value‑engineering opportunities that enhance functionality without compromising quality.
- Promote good public relations with neighborhoods, citizens, business community and public officials.
- Perform other duties as directed by the School Board or designee.
The salary range is $54,604 – $91,797.
ContractFull time / 12 months / 245 days.
