Overview
The Preconstruction Manager oversees Howard Shockey & Sons preconstruction effort from pursuit/award through GMP, guiding the Senior Project Managers Operation Team and Design partners while coordinating with Estimating to produce accurate, timely pricing. This role translates design intent into a constructable plan—scope, schedule, and budget—reflecting project conditions and risks. It is accountable for the quality of planning deliverables and for a smooth transition from Pre-Construction to Construction.
Key Responsibilities- Leadership & Planning
- Drive the preconstruction workplan: sequencing, phasing, logistics, and early schedule development; align milestones with design deliverables and pricing cycles.
- Establish weekly executive-level status reporting (budget, schedule, approvals, risks) and maintain Priority Action Logs (PALs) for decision tracking.
- Design Coordination
- Lead multidisciplinary coordination with the design team to keep the project within target budget and schedule (Target Value Design mindset).
- Conduct formal Constructability Reviews; manage the Clarification Log to surface and resolve design questions early.
- Estimating & Pricing Interface
- Partner with the Director of Estimating to set pricing strategy for each phase (conceptual, SD, DD, CD, GMP) and define needed takeoffs, alternates, and unit pricing.
- Support preconstruction deliverables with estimating: scope narratives, bid packages, allowances, VE options, and risk registers—ensuring traceability from design decisions to price.
- Work within JOIN to track pricing decisions and maintain budget.
- Schedule & Procurement Strategy
- Develop and maintain preconstruction schedules; identify candidate early-release packages and long-lead procurement items to protect the critical path.
- Coordinate market outreach with Estimating to secure trade partner engagement and validate pricing assumptions.
- Risk Management & Controls
- Facilitate cost/schedule risk reviews; document assumptions, exclusions, and contingencies; recommend VE strategies to maintain performance without compromising design intent.
- Stakeholder Communication
- Prepare concise, executive-ready summaries for internal leaders and owners; ensure clear alignment among Operations, Design, and Estimating.
- Turnover to Operations
- Support the turnover meeting with Estimating and Project Management; ensure the project startup checklist, budget/SOV, and early subcontracts are ready for mobilization.
- Other duties may be assigned.
- Education and/or Experience
- Bachelor’s in Construction Management, Engineering, Architecture, or related field; advanced degree or equivalent experience preferred.
- 7–10+ years in GC/CM preconstruction, estimating, or operations with demonstrable leadership in multi-phase pricing and coordination.
- Proven success in CM-at-Risk/CMAR pursuits and GMP development; comfortable leading design-phase collaboration with owners/architects.
- Technical fluency: BIM/VDC (Navisworks/REVIT/Clash analysis), Bluebeam, Procore, MS Project or P6, and cost databases (e.g., RSMeans).
- Exceptional communication skills; able to influence without formal authority and to present complex topics in straightforward language.
- Strategic planning, analytical rigor, and disciplined follow-through (PALs/action logs).
- Collaboration across Operations, Design, and Estimating; builds trust with trade partners and internal stakeholders.
- Results orientation with attention to schedule logic, scope clarity, and pricing accuracy.
