Position Overview / Duties- Serve as the technical expert within the district that is responsible for planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of district-wide IT hardware and software systems.
- Implement system software changes and new operating system releases, and maintain the operational status of systems by isolating errors and coordinating with vendor technical staff, developing solutions to either hardware or software malfunctions.
- Provide interpretations of higher authority regulations and guidance concerning systems administration and coordinate with higher-level US Army Corps of Engineers levels concerning the resolution of problem areas encountered.
- Develop guidelines, standard operating procedures (SOPs), bulletins and flyers concerning the operation and use of the district's IT system, services, and activities.

- To qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience;
if qualifying based on education, your transcripts will be required as part of your application. - Specialized and other experience is defined as one year of specialized experience that includes the following: performing cost-benefit analysis to analyze and study current and desired systems in order to recommend the most cost-effective systems for local application; applying principles and methods for integrating information systems components, performance-tuning tools, and techniques and systems diagnostic tools and fault-identification techniques sufficient to install and maintain software and hardware.
This definition of specialized experience is typical of work performed at the next lower grade or level position in federal service (GS‑11).
Additionally, the specialized experience must include, or be supplemented by, information technology–related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
- Attention to detail – thorough when performing work and conscientious about attending to detail.
- Customer service – works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services;
is committed to providing quality products and services. - Oral communication – expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem solving – identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.
