Behavioral Health Court Coordinator

The Behavioral Health Court Coordinator provides general administration under the direction of the General District Court and in close communication with the Behavior Health Docket (BHD) team. The Coordinator provides guidance to involved agencies, to other stakeholders, and the public as to eligibility criteria for the participation. The Coordinator will also facilitate the completion of the application process for the prospective participants including gathering of application materials, communicating with attorneys, referral sources, pretrial Officer and/or Probation Officer.

The Coordinator's overall role is to oversee the successful implementation of the BHD in Winchester City - Frederick County General District Court, including Clarke County.

Responsibilities and Duties

Developing, implementing and administering the goals, objectives and procedures for the BHD. Ensuring adherence to program policies and procedures.

Monitoring and evaluating program effectiveness, ensuring best practices are followed and implementing necessary changes to enhance outcomes.

Researching, analyzing and evaluating best practices for BHD as established by the Virginia Supreme Court.

Ensuring all administrative functions of the program are carried out.

Ensuring program effectiveness and success, creating interagency linkages to address clients' ancillary needs in the areas of medical, housing, transportation, employment and vocational skills planning, serving as liaison between community partners, government agencies and organizations and all treatment providers who are involved with BHD participants.

Developing and maintaining cooperation with Commonwealth Attorney, Defense Council, Treatment Providers, Probation, Judiciary, and community resources, encourage team cohesiveness.

Coordinating and managing program activities for BHD participants, ensuring compliance with regulations and guidelines.

Administers the program budget and continually identifies additional sources of funding for the program.

Facilitating efforts to secure grant funding by supporting grant submissions and applications, and other financial resources to sustain, enhance and expand the program and participant capacity.

Managing current and future grants, including the monitoring of expenditures and providing documentation based on BHD data to funding sources regarding the use of grant funds.

Ensuring the expenditures meet the strict requirements of the grant.

Maintaining BHD records through the Management Information System (MIS) database, including entering data and ensuring accuracy, creating and disseminating necessary reports to BHD team, staff and council and training staff members on the use of the database.

Coordinating and scheduling assessments for any potentially eligible participant referred to the program.

Schedule case staffing and court hearings.

Provide a concise verbal and written report to BHD Treatment Court team during each staffing meeting.

Attending and participating in all BHD court proceedings, meeting and events, leading and participating in all status hearings, staffing, and related activities by suggesting recommendations to the BHD Treatment Court team concerning the progress of participants and any sanctions or incentives to be imposed.

Arranging for necessary accommodations to be provided during the hearings for participants with special needs.

Working closely with other BHD Treatment Court team members and staff to ensure that BHD participants are compliant with all program requirements.

Prepare all reports needed, as well as ensure that the program evaluation is completed, and the program is administered appropriately.

Serve as liaison between BHD Treatment Court Team members and the court.

Coordinating and providing all training and training-related needs, supervision and guidance to BHD team members and staff.

Providing community outreach and delivering presentations to local government agencies, community partners, civic organizations, educational institutions as well as the general public regarding the BHD, mental health and substance use.

Available on-call to accommodate the needs of the BHD participants.

Education

Bachelor's degree in Criminal Justice, Social Work, Psychology, or related field; a law degree; or five years of experience in lieu of degree, is required.

Experience

Considerable knowledge of behavioral health conditions and their impact on the criminal justice system and the community.

Three years of experience in the criminal justice system.

Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Prior experience in grant writing and grant administration preferred.

Prior Behavioral Health court experience preferred.

Understanding of assessment in treatment planning.

Knowledge of community referring agencies and collaborative intervention strategies.
