Assigned Crew Leader or through the chain of command to the Utilities Director.
Job SummaryUnder supervision performs a variety of work in the general maintenance of water and natural gas utilities. The work is performed as a member of a crew and a supervisor of a crew, although specific individual assignments of a more limited nature may be performed.
Essential Duties and Functions- Performs light to heavy manual labor and/or unskilled to semi-skilled tasks to assist with installation and repairs of utilities.
- Performs a variety of duties in the installation, maintenance, repair, and replacement of the utilities system, including mains, services, valves, meters, hydrants, pressure regulators, and all other related equipment and devices.
- Supervises a utilities crew in the absence of a crew leader to complete construction and maintenance activities within the utility systems.
- Locates and performs preventative and corrective maintenance on infrastructure.
- Assists in designing, installing, and setting up traffic control measures to maintain a safe work site.
- Digs ditches, trenches, and postholes; loads dirt and construction materials.
- Cuts grass and weeds; rakes and loads grass and brush; and cleans area around utilities.
- Cleans and maintains basic tools used on the job.
- Performs minor repairs on tools, machines, and equipment.
- Performs minor building maintenance, cleaning, and custodial duties as assigned.
- Assists with asphalt patching and repairing streets.
- Operates and maintains City vehicles.
- Participates in street cleaning operations.
- Participates in special City events as required.
- Responds to after hour’s emergencies.
- Works with other departments as assigned.
- Works with various chemicals and/or materials.
- Observes safe-working practices, notifies supervisor of the need for equipment repair or maintenance; corrects or reports any safety concerns or fire hazards.
- Follows and promotes Policy & Procedures of the City of Winder.
- Performs other related duties as assigned.
- Knowledge of small equipment operation and safety measures.
- Knowledge of safety regulations.
- Knowledge and general understanding of water or natural gas utility repair and maintenance practices.
- Knowledge and understanding of DOT Traffic Control requirements, Competent Person, and Confined Space rules.
- Ability to work independently, in the absence of supervision, with directives given by supervisory staff.
- Ability to communicate in English.
- Ability to interact effectively with a variety of individuals and groups with varying educational, ethnic, and socio-economic backgrounds.
- Ability to work safely, without presenting a direct threat to self or others.
- Ability to properly use protective gear.
- Ability to maintain confidentiality.
- Ability to follow the chain of command.
- Ability to wear protective equipment.
- Ability to refrain from using all tobacco products while on-duty.
- Ability to pass drug testing as noted in policy.
- Ability to promote a positive work environment.
- Ability to maintain a neat and orderly workspace.
- Ability to maintain high ethical standards, both on and off duty.
- Skill in understanding and following oral and/or written instructions.
- Skills in effectively operating a motor vehicle on City/County/State streets.
- Skill in establishing and maintaining effective working relationships with City employees and the public.
- Valid Georgia Driver’s License and maintain valid license and good driving record.
- Minimum of 21 years of age.
- Twelve (12) months of general or specialized construction or water and gas utilities experience.
- No felony convictions within the prior ten (10) years or while employed in the position.
- Must be a citizen of the United States or has obtained legal work status.
- Must pass a detailed background investigation.
- Work standby and overtime as required or scheduled (evenings, weekends and/or holidays, if necessary)
