Overview
The Town of Windsor is seeking one qualified candidate for the Utility Technician I, II, or III (Utilities Locator) position. The successful applicant will be hired at the appropriate level depending on experience and qualifications.
Salary Range- Utility Technician I: $21.95 – $23.87 per hour.
- Utility Technician II: $26.56 – $28.89 per hour.
- Utility Technician III: $28.61 – $31.47 per hour.
Monday–Friday 7:00 a.m. to 3:30 p.m.; occasional weekends; on‑call as scheduled.
Nature of WorkThe Utility Technician/Operator I is the entry‑level position in the Public Works Utility System. Responsibilities include construction, maintenance, and repair of water distribution and wastewater collection assets, operation of equipment, and on‑call duties.
Supervision ReceivedDirect supervision of the Public Works – Utility Supervisor.
Essential Job Functions- Install utility system pipelines (water distribution, wastewater collection), perform water service renewals and turn‑on/turn‑off operations, repair valves, pipeline connections, fire hydrants, and utility street cuts.
- Operate and maintain equipment such as dump trucks, loaders, backhoes, front‑end loaders, air compressors, jackhammers, compactors, jet/vac trucks, high‑pressure jet sanitary sewer cleaners, pipe locating equipment, and power tools.
- Perform preventive maintenance on utility systems including pumps, valves, hydrants, meters, manholes, and emergency generators.
- Conduct construction and repair of water distribution and sanitary sewer systems (line cleaning, root extraction, basin cleaning, flushing water mains, valve exercise).
- Assist with state and EPA compliance samples.
- Respond to citizen inquiries and complaints, notifying them of impending work.
- Coordinate outside contractors for maintenance and repair work.
- Complete monthly meter readings for billing and assist with water disconnects for non‑payment.
- Assume on‑call duties as assigned.
- Prepare reports, logs, and ledgers for water and wastewater systems.
- Observe safety policies, participate in Safety Committee activities.
- Maintain equipment, perform snow operation tasks (plowing, deicing), and perform janitorial duties.
- Locate water, sewer, storm sewer, town‑owned electrical lines, and fiber optics per Utility Notification Center guidelines.
- Complete daily work orders.
- Participate in the snow removal program with on‑call responsibilities October through May.
- Participate in the Shared Fleet Vehicle Program, including annual motor vehicle record checks.
- Perform additional related duties as required by law or the town.
- Assist other town departments, serve on committees, and perform additional work as necessary.
- Minimum age 18 years.
- One year of related experience in water and/or sewer distribution preferred (hands‑on mechanical experience with pumps, valves, hydrants, meters).
- Equivalent combination of training, experience, and education evidence of necessary knowledge, skills, and abilities.
- Current Colorado Class B Commercial Driver’s License with Tanker endorsement (or ability to obtain within one year).
- Department of Transportation Medical Examiner’s Certificate.
- Colorado Class (1) Water Distribution or Wastewater Collection certification (or ability to obtain within one year).
- Flagger / Traffic Control Certification (or obtain within three months).
- FEMA 100, 200, 700 certifications within one year.
- CPR/First Aid certification within three months.
- Minimum age 21 years.
- Two years of experience as a Utility Technician/Operator I for Windsor.
- Three years of related experience in water and/or sewer distribution preferred.
- Equivalent combination of training, experience, and education evidence of necessary knowledge, skills, and abilities.
- Current Colorado Class B Commercial Driver’s License with Tanker endorsement (or obtain within one year).
- Department of Transportation Medical Examiner’s Certificate.
