Business Analyst
TxDOT has issued a request for a Business Analyst. The requirements are typical for BA's, but they are seeking candidates with at least 4 years of State of Texas public sector experience with either a CBAP or PMP cert as highly must qualifiers. The workers responsibilities and skills must include:
- Experience with reviewing, analyzing, and evaluating business processes and systems and user needs.
- Experience with general IT SDLC processes.
- Experience with documenting detailed description of user needs and program functions.
- Experience with documenting AS-IS and TO-BE process flows.
- Experience with mediating business units that may have conflicting requirements.
- Ability to create and maintain several project artifacts including Business Requirements Document, Use Cases and User Acceptance Test Plan and Scripts.
- Experience with collaborating with team members to understand organizational and operational challenges.
- Experience with drafting statistical reports that assist decision-makers.
- Knowledge of Excel, Tableau, and other tools to perform data analysis.
- Experience with serving as a liaison between the business community and IT teams.
- Experience with identifying, managing, and mitigating project risks and issues.
- Strong written and verbal communication skills.
- Being a creative thinker to solve issues.
- Team player with excellent interpersonal communication skills and documentation skills.
Minimum (Required):
- 7 Experience reviewing, analyzing, and evaluating business processes and systems and user needs.
- 7 Experience with general IT SDLC processes.
- 7 Experience with documenting AS-IS and TO-BE process flows.
- 7 Experience in gathering both business requirements from business divisions as well as technical requirements.
- 7 Experience with serving as a liaison between the business community and IT teams.
- 7 Skilled in educating business unit staff on standardized processes.
- 7 Possess strong verbal and written skills in communicating with peers and different levels of users including executive staff.
- 7 Skilled in facilitating large group meetings with internal and external resources.
- 7 Skilled in collaborating with the technical and functional teams to develop the Business Requirements Document, Technical Specification, User Acceptance Plan and Scripts and other documents need in support of the solution.
- 7 Experience with writing test cases and scripts that can be delivered to customers as well as provide support during User Acceptance Testing.
- 6 Experience with Excel, Tableau, and other tools to perform data analysis.
- 7 Experience with requirements gathering with the business team, fit/gap analysis, and high-level estimation of implementation effort.
- 4 Experience with one or more of the states of Texas government agencies
- 4 CBAP and/or PMP certification is a plus
