Position Summary: This position provides general oversight of Adult Community Corrections, Juvenile Services, and assistance to the Juvenile Corrections Advisory Board (JCAB), Community Corrections Advisory Board (CCAB), District Court, County Administrator, and The Board of County Commissioners (BOCC). The Director serves the function of the administrative contact between the State of Kansas Department of Corrections (DOC) and the previously stated represented agencies related to Adult Community Corrections, Juvenile Services.
Oversee the development and annual review of the Cowley County Comprehensive plan on Juvenile Justice and Delinquency prevention. Responsible for completing annual block grants and budgets for submission to JCAB, CCAB, BOCC and DOC. Prepare county budget recommendations for each county supported program and manage those program budgets. Performs responsible administrative work in directing Youth Services and Community Corrections programs.
Plans, organizes, and directs the work of personnel engaged in youth services and Community Corrections activities. Supervise and conduct performance evaluations for all agency employees.
Essential duties and responsibilities
- Serves as a liaison between the BOCC, JCAB, CCAB and DOC.
- Disseminates juvenile justice information, DOC correspondences, circulars, memos and other notifications regarding block grant and juvenile justice issues.
- Ensures that reporting requirements with regards to block grants are met
- Oversees the day-to-day operations of youth services and community corrections; interviews and hires staff; plans, assigns work; instructs in proper methods; evaluates staff performance
- Administers Operation of youth services and community corrections; plan, organize and direct operations; review statistic/reports to determine needs and purse fulfilling the needs of the department. Monitor case loads and numbers of clients.
- Compiles and maintains statics for reporting; prepares monthly, quarterly, and annual reports
- Prepares, monitors, manages and responsible for grants and budgets related to all agency funding.
- Attends and conducts various meetings for youth services, and Community Correction.
- Develops policy and agency strategic planning in cooperation with the county Administrator, the Board of County Commissioners, Community Correction Advisory board, and Juvenile Corrections Advisory board.
- Confers with judges, court personnel, probation, schools, service providers, clients, and their families as necessary to address and resolve concerns.
- Solicits input from the judges, department heads, attorneys, consultants, staff and citizen volunteers and groups regarding the implications, effects, and development of new policies and procedures and new programs.
- Creates, interprets, implements, and monitors compliance with policy/procedures and standards.
- Ensures that all staff are adequately trained and provide training both within the department and statewide.
