Position: ENGINEERING TECHNICIAN 3

This position is located in Winnemucca. This is a field level construction position, which performs required inspections, testing, surveying, and does field work to verify the contractor’s quantities of work is documented so the contractor can be paid promptly. Incumbent also provides training and guidance to the less experienced Tech I & II’s on the crew.

Responsibilities
  • Perform inspections, testing, surveying, and field work to verify contractor’s work quantities.
  • Provide training and guidance to less experienced crew members.
  • Draft engineering documents, conduct engineering calculations, and perform construction inspection.
  • Assist engineers in field and lab tests, set up equipment, gather and compile data, analyze technical problems, conduct research, and ensure accuracy and compliance with procedures.
  • Assist engineers, contractors, department staff, other agencies, the public, and private business regarding water rights ownership, bid documents, contract plans, right‑of‑way plans, acquisition and disposal documentation, contract specifications, test results, and federal and State guidelines.
  • Perform technical research to ensure programs, testing methods, policies and procedures comply with federal and State requirements; review documents, analyze data, note discrepancies, and make recommendations.
  • Maintain records and contract documents, enter data into computer system, review construction, water rights and contract documents for completeness and conformance.
  • Perform field inspections of construction projects, well locations, water use, material equipment, property lines, boundaries, right‑of‑way mapping and safety barriers; interpret construction plans, water rights records, and specifications; take field measurements; provide information and recommendations to contractors and stakeholders; document inspection process for future reference and billing.
  • Prepare manual and computer‑aided drafting assignments: maps, charts, graphs, tables, slopes, contours for construction projects, right‑of‑way locations, water rights ownership, water quality data, and property location.
  • Conduct surveying work, including staking alignments, structures, fence lines, cross sections, control points, well locations, right‑of‑way lines, and property boundaries; operate surveying equipment and perform vertical and horizontal measurements.
  • Perform material and soil testing in laboratory, including acceptance testing, design mix, proficiency and advancement testing; research material properties and test procedures.
  • Maintain and calibrate equipment, keep inventory and maintenance records, document calibration results, and recommend repairs or replacements.
  • Research records to determine property ownership, boundaries, encumbrances, and title condition.
  • Perform calculations for survey boundaries, right‑of‑way lines, slopes, contours, alignments, traverses, material quantities, and construction limits.
  • Perform related duties as assigned.
  • Under general supervision, perform one or more duties described in the series concept at the journey level, including project coordination, cost estimating, material analysis, QA testing, construction inspection, data gathering, surveying, drafting, right‑of‑way duties, relocation inspections, and review of water rights ownership and land acquisition research.
Qualifications

Associate’s degree from an accredited college or university with major coursework in engineering, physics, math or a closely related field AND one year of experience in a specialized engineering function or program area involving work procedures, standards and controls; OR graduation from high school or equivalent education and two years of comparable experience; OR one year of experience as an Engineering Technician II in Nevada State service;

OR an equivalent combination of education and experience.
