Under administrative direction, plans, organizes, directs and supervises activities of the Technology Services Department for Humboldt County; this position is the system engineer responsible for ensuring proper operation of the County Public Safety Communications system, the County-wide computer network, and Television Translators. Performs other work as required. This is not a remote position.
Distinguishing CharacteristicsThis is a single position, department head classification. Incumbent is responsible for the overall management of the Technology Services Department and for supervision of its staff and management of its resources consistent with the administrative direction of the County Manager and the policy direction of the Board of Commissioners. This is an at-will position serving at the pleasure of the County Manager.

- Develops, evaluates, and implements procedures to meet Technology Services Department goals and objectives; analyzes information pertaining to department operations, including policies, programs, methods, budget, staffing, organization and capital needs; coordinates activities and programs to ensure timely, efficient and effective delivery of services.
- Selects, directs, develops, and evaluates department staff; instructs, and trains staff to enhance staff capabilities in effective utilization of time and to improve the delivery of service; advises staff on resolution of problems; hears, responds to, and resolves staff problems, concerns, complaints, and grievances; administers discipline; ensures proper accounting of staff work for payroll purposes.
- Advises the County Manager and Board of Commissioners in assigned program areas; makes oral and written presentations to the Board of Commissioners and to other public and private groups; writes reports and correspondence to County officials, local state and federal government agencies, members of the public; investigates and resolves complaints and concerns regarding departmental services; acts as liaison with other agencies and the public with regard to departmental activities.
- Schedules maintenance and repair activities; organizes and prioritizes work to be done; oversees daily work projects; directs training of staff in use of equipment and in performance of specialized tasks.
- Prepares and administers department budget; estimates budget needs for current and future Technology Services Department; writes justifications for funding requests; estimates costs of repairs and small construction projects; monitors expenditures to assure compliance with budgets; accounts for variances between projected and actual expenditures; ensures correct and timely payment of bills incurred by the department.
- System engineer responsible for the design of the county-wide computer network and the public safety communication system along with the TV translators & components consisting of complex electronic equipment for County departments and other approved agencies (equipment such as but not limited to dispatch consoles with remote radio consoles, VOIP & ROIP & PC networks, paging encoders, transmitters, translators, controllers, interfaces to CAD dispatch, antennas, cables, microwave transceivers, video cameras and monitors, audio and video network recorders, computers, routers, switches, and computer software).
- Determines the cause of operational equipment failure. Operates test equipment such as but not limited to oscilloscopes, multi-meters, spectrum analyzers, audio test sets, signal generators, watt meters, and service monitors;
Uses tuning and adjustment tools, hand tools, and power tools. - Determines condition of county-wide computer network and the public safety communication system and related sites, buildings and surrounding areas; evaluates the need for upgrading, maintenance, and repair; lays out projects and estimates resources needed to complete work; keeps abreast of new developments in the field; attends educational activities; reads pertinent publications and informs appropriate County and local officials of the latest technology.
- Ensure compliance with FCC rules regarding operations of County transmitters & translator systems;
Obtains and maintains appropriate federal, state and local government authorizations for equipment and facilities used by Technology Services systems;
Obtains and maintains appropriate agreements for use of land, facilities, equipment, and support services needed to operate Technology Services systems.
