Operations Manager, Administrative Management
Position Overview
The Manager of Administration is an integral member of the Management Team, responsible for day‑to‑day administrative operational decision‑making for the Access Centres, Addiction Recovery treatment sites, and other community service sites across Winnipeg. The manager promotes a common vision and provides support and leadership to administrative staff and team members through ongoing integration and change processes. Responsibilities include operational and business planning, budget preparation, disaster management, human resource management for the administrative component of community programs, and ensuring compliance with policies directed by the Winnipeg Regional Health Authority.
Responsibilities- Lead day‑to‑day administrative operations for Access Centres, Addiction Recovery treatment sites, and other community service sites.
- Develop and maintain effective communication processes and manage workload levels within the administrative team.
- Provide operational and business planning support, including budget preparation, financial analysis and resource allocation.
- Lead disaster management, human resource management and other administrative management activities.
- Ensure compliance with WRHA policies and consistent interpretation across programs.
- Plan and coordinate administrative services for all core programs of the Community Health Services portfolio.
- Apply creative problem‑solving and process re‑engineering to promote optimal service delivery and inter‑program collaboration.
- Minimum 3 years recent management experience.
- Preference for individuals with administrative experience in a health or social services sector and facilities management.
- Experience in budgeting, including budgetary planning, analysis and financial management.
- Bachelor’s degree in Business Administration, Health Care Administration or a related field.
- Equivalent combination of education and experience recognized by the WRHA may be considered.
- Proficiency in Microsoft Office for Professionals – Word, Excel, PowerPoint and Access.
- Knowledge of legislative acts governing health care and social services as they relate to administrative practices.
- Critical thinking, analytical, conceptualisation and application of knowledge to practice.
- Excellent organisational, interpersonal, problem‑solving and decision‑making skills.
- Demonstrated leadership in an interdisciplinary team environment.
- Project management experience and ability to follow through with outcomes.
- Ability to work independently in interdisciplinary, inter‑sectoral and intrasectoral contexts.
- Effective oral and written communication skills.
- Maintains effective working relationships with counterparts in other Community Areas of Winnipeg, local hospitals, community health and mental health & addictions agencies, personal care homes and local physician groups.
