The City of Selkirk is currently in search of a Manager of Administration. Reporting directly to the Chief Administrative Officer (CAO), the Manager of Administration serves as a trusted advisor to the CAO, providing leadership, coordination, and oversight to advance municipal priorities, support effective governance, and enhance service delivery. Working closely with the CAO and Senior Leadership Team, the role leads the implementation and monitoring of the City’s multi-year tactical plan, tracks progress on initiatives and provides analysis and reporting on organizational and project performance, risks, and emerging issues.

Job Duties:

1. Leadership and Executive Support
  • Serve as a strategic advisor to the CAO by providing research, analysis, recommendations, and support on priorities, emerging issues, and organizational initiatives.
  • Prepare briefing materials, reports, presentations, correspondence, and recommendations for the CAO, Senior Leadership Team, and Council as required.
  • Represent the CAO on assigned projects, committees, and initiatives.
  • Conduct environmental scans and organizational analysis to identify opportunities, risks, trends, and best practices.
2. Business Planning, Project Management, and Organizational Performance
  • Support the Chief Administrative Officer and Senior Leadership Team in the development, implementation, monitoring, and continuous improvement of the City’s, tactical, business, and operational plans.
  • Lead the annual tactical, business, and operational planning processes, ensuring alignment with Council priorities and organizational objectives.
  • Plan, coordinate, and lead the execution of complex, high-priority projects and initiatives that advance organizational priorities, strengthen service delivery, and support continuous improvement.
  • Develop and maintain project charters, work plans, performance measures, timelines, budgets, risk assessments, and reporting frameworks.
  • Monitor and report on the progress of organizational priorities, projects, and operational initiatives, identifying risks, barriers, and opportunities while promoting accountability for results.
  • Analyze operational and organizational performance data and provide recommendations to improve efficiency, effectiveness, customer service, and organizational outcomes.
  • Foster collaboration across departments to support integrated planning, project delivery, and achievement of the City’s objectives.
3. Governance, Policy and Risk Management
  • Support the CAO in fostering effective governance relationships between Council and Administration.
  • Undertake policy research, development, implementation, and review to ensure compliance with legislation and municipal best practices.
  • Evaluate governance, organizational, and operational risks and provide recommendations to support informed decision-making.
  • Lead the development of City by-law, policy, procedure, tool and intent forms.
  • Support business continuity, emergency preparedness, and organizational resilience initiatives.
4. Financial and Resource Planning
  • Support financial planning, budgeting, and resource allocation related to tactical initiatives and strategic projects.
  • Develop business cases, grant applications, funding proposals, and financial reports.
  • Analyze financial and operational data to support strategic decision-making.
  • Monitor project expenditures and ensure responsible stewardship of municipal resources in accordance with approved budgets and procurement practices.
