The Winnipeg Civic Employees – Benefits Program (WCEBP) is a dynamic administrator of pension and long‑term disability benefits, serving over 22,000 members.
ResponsibilitiesFinancial Reporting and Internal Controls
- Prepare quarterly financial statements for the Early Retirement Benefits Arrangement (ERBA) and Long Term Disability (LTD) Plan, monthly statements for investment subsidiaries, and annual audited statements with year‑end working papers for the LTD Plan and subsidiaries.
- Ensure Canadian GAAP compliance and prepare all government and tax filings.
- Maintain accuracy, completeness, and timeliness of general ledgers and financial records for ERBA, LTD Plan and subsidiaries, and ensure adequate internal controls.
- Assist the Manager, Finance in maintaining accounting systems and preparing analytical reports.
Cash Management, Payment Oversight and Special Billings
- Co‑sign cheques as a designated signing authority.
- Prepare capital call and capital distribution letters for both subsidiaries.
- Manage cash to ensure adequate liquidity and determine monthly transfers between pension plans.
- Prepare quarterly Long Term Disability benefit statements for participating employers and other billings to the City of Winnipeg.
Tax Reporting and Reconciliations
- Prepare tax and GST returns for the subsidiaries.
- Facilitate year‑end tax reporting to plan beneficiaries, assist with T4A adjustments and related filings with the CRA.
- Assist in preparing Tax Adjustment Notes to the City of Winnipeg annually.
- Prepare pension adjustment reversals, related tax returns and slips quarterly.
- Ensure accurate recording of pension payments, refunds, and contributions across all plans.
- Reconcile union contributions and update the pension administration system.
- Assist in preparing year‑end audit working papers for both plans.
Staff Management and Administrative Support
- Coach, mentor and supervise one Finance staff member.
- Oversee operational activities including payroll, credit memo entries, vouchers and reconciliations.
- Promote a culture of professionalism, collaboration, continuous improvement.
- Support Risk Management as needed.
- Chartered Professional Accountant (CPA) designation in good standing.
- Bachelor’s degree in Accounting, Commerce, Business Administration or related discipline.
- 3–5 years of experience with General Accepted Accounting Principles and related regulations.
- Experience maintaining complete accounting records, general ledger, accruals and statements.
- Strong analytical, mathematical and present value knowledge.
- Effective oral and written communication skills with senior management, auditors, investment managers, plan members and custodian.
- Proficiency in Excel, Word and accounting systems.
- Ability to prioritize workload and meet deadlines.
- Experience supervising and coaching staff.
- Within 12 months of employment, acquire comprehensive knowledge of pension/benefit plans, relevant statutes and the Income Tax Act.
- Foreign‑educated applicants must have credentials comparable to Canadian minimum requirements and provide an official assessment report from a recognized service (e.g., CAN) when applying.
- Maintain legal eligibility to work in Canada.
- Undergo a satisfactory Police Information Check at the applicant’s expense.
- Completing proficiency testing relevant to the role.
- Willingness to complete additional training or certificates as required.
