The Treasury Division is a separate entity placed under the management of an Assistant Deputy Minister. The Treasury Division manages and administers the cash resources, borrowing programs, investment activities and banking services of the government, its crown corporations and government agencies. The Treasury Division assists and arranges for the financing of Municipalities, Universities, Schools and Hospitals. The Treasury Division’s management of the Province’s financial resources and public debt and banking services has increasingly grown in sophistication and complexity as the products and services available to manage public debt, investment resources and banking products and services continuously evolve.
The Treasury Division is also responsible for the provision of banking services to all government departments.
The Manager, Risk Strategy & Innovation is an integral participant in a team that is responsible for the provision of banking services to all government departments and the development, implementation, oversight and improvement of all risk management policies and procedures related to the Treasury Division’s investment, borrowing and banking activities. The Manager, Risk Strategy & Innovation and the Manager, Banking Strategy & Innovation jointly provide guidance in the operational aspects of the job functions of the Risk Strategist and the Treasury Strategist but do not directly supervise them.
The Manager, Risk Strategy & Innovation is responsible for maintaining personal contact with all Treasury Branches, ensuring they are aware of the most effective and cost efficient risk management practices they can utilize to optimally meet their requirements and assist them with implementing changes to achieve efficiencies. The incumbent is also responsible for ensuring the Treasury Division’s counter party, product, market, liquidity and operational risk exposures do not adversely impact the Province’s reputation or ability to access capital markets.
Essential:
- Post-secondary degree in a relevant designation (Bachelor of Commerce, Bachelor of Science, MBA) or a professional designation in a field relevant to Finance (CPA, FRM or CFA) or relevant experience
- Verbal communication skills including the ability to present information to various groups including senior leadership
- Excellent written communication skills with internal and external clients
- Problem solving skills with the ability to conduct analysis and develop solutions for complex issues
- Organizational skills with the ability to meet deadlines in a high demand, fast paced environment
- Experience with databases and advanced Excel spreadsheet applications including Bloomberg
- Superior presentation skills and be capable of utilizing technology (PowerPoint) to complement their demonstrations
- Interpersonal skills and the ability to develop and maintain strong working relationships with individuals at all levels
- Solid understanding of VaR (Value at Risk) measurements, correlation impacts, Monte Carlo simulations, and the ability to apply various Risk Management techniques…
