The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province's liquor, gaming, cannabis, and horse racing industries. We license liquor sales, service and manufacturing, gaming employees, products and operations; retail cannabis stores; and horse racing. We strive to serve the public through impartial regulation that prioritizes safety and fosters informed choices in these industries.
The LGCA is seeking a highly motivated individual to work within the Gaming Services Department, which is part of the Operations Unit. The Financial Specialist supports compliance of LGCA licensees by reviewing and analyzing financial records, transactions and reports to identify risks, discrepancies or non-compliance with The Liquor, Gaming and Cannabis Control Act, regulations, terms and conditions and policies to promote accountability and compliance.
Candidates who do not meet all essential criteria and qualifications may be considered on an underfill basis at the underfill pay grade. In such cases, the candidate will be appointed at a lower classification and pay grade until the required qualifications are met.
- Full working level pay grade: $71,302 - $86,225 per annum (6XH)
- Underfill pay grade: $67,614 - $81,780 per annum (6XG)
Staff in underfill will perform duties with appropriate supervision and may be eligible for reclassification to the full working level upon demonstration of required competencies, experience, or qualifications, subject to approval and in accordance with the collective agreement.
Qualifications The successful candidate must have:- A degree from a post-secondary institution in business or public administration with a focus on accounting or finance and 3-5 years' experience in a financial role, preferably involving public sector and regulatory functions. A combination of education and experience may also be considered.
- Excellent communication and interpersonal skills to effectively communicate with staff, clients and stakeholders.
- Attention to detail, impartiality and sound judgement, with demonstrated problem-solving, decision- making and analytical skills.
- Demonstrated political acumen and respect for others to handle sensitive and confidential matters.
- Knowledge and experience interpreting and applying policies, legislation and regulatory standards and requirements.
- Strong organizational and time management skills with the ability to plan, balance and manage multiple work demands and deadlines.
- Demonstrated ability to work independently as well as in a team environment.
- Strong financial analysis, and strong understanding of audit and accounting practices for reviewing and interpreting financial information and documentation.
- Experience and knowledge interpreting and application of legislation, regulations, terms and conditions, policies and standards to support compliance.
- Proficiency with Microsoft 365, specialized databases and financial systems.
- A Certified Fraud Examiner (CFE) designation and experience in compliance and enforcement is an asset.
- Proficiency in French.
The Financial Specialist is responsible to provide independent, risk-focused oversight of financial activities conducted under licences administered by the LGCA.
