WCLC is looking for a strategic, collaborative, and people-centred executive to join our Executive Leadership Team as Vice President, People & Culture. Reporting to the President & CEO, you will serve as a trusted advisor to senior leaders, shaping people strategies that strengthen our culture, support business objectives, and position our workforce for the future.

As a growth-minded leader, you will lead the evolution of our People & Culture function, fostering an exceptional employee experience while building organizational capability, supporting change, and enabling our people to do their best work.

This is an opportunity to shape the future of People & Culture at WCLC, working closely with the CEO, Executive Leadership Team, Board committees, and leaders across the organization to influence strategy, drive collaboration, and create an engaged, high-performing workplace where employees can thrive.

Responsibilities
  • Lead the development and execution of a multi-year People & Culture strategy that supports WCLC’s corporate strategy and future business needs.
  • Lead and support a high-performing People & Culture team focused on delivering business value and exceptional employee experiences.
  • Strengthen organizational capability through leadership development, succession planning, workforce planning, talent management, and employee experience initiatives.
  • Work with leaders to understand workforce risks, capability gaps, and emerging talent needs, and help turn insights into practical plans.
  • Advance workforce planning and talent analytics to support thoughtful, data-informed decision-making.
  • Champion a culture grounded in accountability, collaboration, innovation, integrity, inclusion, and adaptability.
  • Lead change initiatives in a way that supports organizational agility, employee adoption, and long-term performance.
  • Provide trusted advice to the CEO, Executive Leadership Team, and Human Resources & Governance Committee on people-related priorities, risks, and opportunities.
Qualifications
  • 10+ years of progressive senior leadership experience in Human Resources, People & Culture, Organizational Development, or a related field.
  • A track record of developing and delivering people strategies that support organizational goals and meaningful employee experiences.
  • Experience leading organizational transformation, culture change, workforce planning, talent management, and employee experience initiatives.
  • Experience advising executive teams and Boards or Board committees on people-related matters.
  • Strong business acumen, sound judgment, and the ability to translate strategy into practical action.
  • A collaborative leadership style, with the ability to build trust, influence across an organization, and lead successfully through complexity and change.
  • A degree in Human Resources, Business Administration, Organizational Development, Industrial Relations, Psychology, or a related discipline.
  • CPHR designation and/or graduate-level education would be considered an asset.

WCLC is the non-profit organization authorized to manage, conduct, and operate lotteries – at retail and online – and other gaming-related activities for the governments of Alberta, Saskatchewan, and Manitoba as well as the Yukon, Northwest Territories, and Nunavut. We entertain our players while building the future of lottery – delivering innovative, responsible, and trusted experiences that provide growing value for our provinces and territories

We know it’s our people that make this possible, which is why we invest in building talented, adaptable, and accountable teams who are proud to live and work in our region. We offer a challenging, collaborative work environment, competitive benefits, and a good work-life balance.
