Reporting to the Director, Corporate Property Services, the Manager, Facilities Services is responsible for providing initial Tier 1 maintenance services for all MBLL locations in Manitoba within their assigned area while maintaining alignment with the overall vision and strategic plan of Manitoba Liquor and Lotteries. The position ensures the operation of all MBLL facilities are maintained through effective and efficient maintenance of physical building assets.

  • Oversee the operations and general maintenance of MBLL facilities, including initial investigations and Tier 1 support into heating, ventilation, cooling, electrical, mechanical, lighting, life safety systems, grounds, and parking areas.
  • Manage facility processes including receiving, prioritizing and managing work; customer service; service delivery and evaluations.
  • Monitor lease agreements and ensure MBLL is compliant.
  • Maintain knowledge of current regulations and industry best practices.
  • Measure group effectiveness and efficiency of service delivery and programs to internal and external customers through benchmarking.
  • Develop and communicate action plans to address departmental deficiencies.
  • Respond to emergencies and implement mitigating actions to minimize business interruption and revenue loss.
  • Improve sustainability and safety through recycling, energy efficiencies, new technology, safety procedures, etc.
  • Monitor the Computerized Maintenance Management System (CMMS) for Tier 1 service requests, work orders, and inventory control.
  • Oversee the implementation, use, evaluation, and disposal of a wide variety of technical and non-technical products and equipment.
  • Monitor tool, equipment, and consumable inventories.
  • Assist with the implementation of the Trades Employment Initiative or similar programs.
  • Review and approve invoices for payment, service requests, and related maintenance documents.
  • Determine cost effectiveness and requirement for in-house versus contracted services.
  • Participate in the development and implementation of department initiatives and strategies for cost savings, process improvements, and best practice approaches to improve processes and efficiencies.
  • Develop, plan, and implement program policies, procedures, standards, and guidelines and ensure adherence within and outside department.
  • Oversee and administer the day-to-day activities of contractors of various services as required.
  • Administer facility contracts. Provide direction, enforce standards, and ensure MBLL receives proper value as per the terms of all contracts. Review all invoices and provide recommendations for future contract changes.
  • Provide leadership through solid people management practices.
  • Recruit, manage, coach, and evaluate the performance of employees.
  • Ensure that department employees provide excellent customer service.
  • Provide training, guidance, and direction. Ensure positive morale and motivation of employees. Resolve problems and issues, and provide conflict resolution in a sensitive, confidential, and professional manner.
  • Determine, where required, staff discipline/corrective action within established policies/related documentation.
  • Ensure all applicable compliance, regulations, policies, procedures, practices, and Environmental, Social and Governance commitments are understood, supported and adhered to by all employees.
  • Carry out all required duties and responsibilities of a supervisor of workers, as outlined under provincial safety and health legislation.
  • Participate in preparing annual budgets in accordance with long term program goals and required expenditures and monitor financial performance to ensure expenditures follow budget forecasts.
  • Manage and control program budgets and approve expenditure requests for the department as per the Delegation of Financial Authorities.
  • Identify cost savings and efficiencies to mitigate maintenance cost increases.
  • Participate in developing, writing, and presenting the annual business plan with a multi-year focus. Prepare financial reports. Participate in monitoring goals for business plans and status reports.
