Winona County is accepting applications for this position until 4:00 p.m. March 2, 2026; however, preference will be given to those that apply by 4:00 p.m. February 17, 2026.

This position starts at $2,785.75/bi-weekly (DOQ) with advancement up to $3,791.03/bi-weekly. (2024 wages)

Characteristics of Class:
Work is performed under the general direction of the County Engineer. However, this position requires considerable independence and judgment in reacting to situations and the assignment of duties to subordinates. Decisions and actions are often made under emergency situations. An employee in this classification performs para-professional technical services in the maintenance and repair of the County s highway, bridges and drainage systems.

This position will be occasionally required to traverse rough and irregular terrain by foot.

Examples of Duties:
Any one position may not include all the duties listed, nor do the examples include all duties which may be found in positions in this class.

  • Uses discretion in evaluating highway maintenance needs and work program, establishes priorities, determines the methods and materials needed, assigns personnel and equipment and arranges contractors as necessary to complete the work.
  • Estimates annual maintenance material requirements and prepares quotation proposals and bid specifications for review and certification by the engineer.
  • Recommends load restrictions when needed to protect the County s investment in its highways.
  • Recommends innovative techniques or methods of increasing productivity and cost effectiveness in road and bridge maintenance operations.
  • Remains available at all hours to inspect hazardous highway conditions, calls out highway maintenance employees as needed, and takes immediate action as required to protect the public.
  • Determines when bridges, roads or lanes should be closed to implement maintenance work and to protect the safety of workers and the public.
  • Assists the County Engineer in establishing standardized maintenance policies, operations, and procedures.
  • Assists the County Engineer in the development of the maintenance and inventory budgets.
  • Reviews and makes recommendations on permits for work within County highway rights-of-way, and uses discretion in approving permits as delegated.
  • Recommends equipment replacement, repair, and purchase.
  • Recommends roads for inclusion in the construction program.
  • Administers the department s DOT (Department of Transportation) random drug and alcohol testing program.
  • Provides training sessions for all maintenance crews on equipment operation, material usage, safety, and health issues. Maintains necessary documentation on maintenance workers  certifications, licenses, and qualifications.
  • Recommends to the County Engineer disciplinary actions involving suspension, demotion or termination. Processes "Step 1" grievances.
  • Monitors and evaluates annual performance of employees and issues commendations and corrective actions as necessary.
  • Any other duties as assigned.

Required

Knowledge, Skills and Abilities:

Any combination of training and experience providing the following knowledge, skills and abilities, listed in their relative order of importance:

For Pre-Employment:

  • Must possess and maintain a valid Class A Minnesota Commercial Drivers License with Tanker Endorsement.
  • High School diploma or equivalent.
  • Ability to pass initial and future random drug and alcohol tests.
  • Not less than ten years education, training and/or work experience in any combination in the following fields:
  • Civil Engineering
  • Civil Engineering Technology
  • Highway Design and Construction Inspection
  • Highway Construction
  • Highway Maintenance Operations
  • Demonstrated ability to effectively supervise large crews.
  • Ability to operate vehicles during adverse weather conditions and to use vision to identify hazardous situations.
  • Knowledgeable in road construction and maintenance materials.
  • Ability to report to the assigned workstation within twenty minutes from notification in all weather extremes.
