Winona County is accepting applications for this position until 4:00 p.m. August 17, 2026.

This position starts at $39.39/hour (DOQ) with advancement up to $52.15/hour.

Characteristics of Class:
Under the direction of the Information Technology Director, an employee in this class performs activities involving the knowledge of principles and practices of Information Technology (IT). An employee in this class provides technical skills and knowledge in assisting the IT Director in maintaining and upgrading the County’s workstations, hardware, and peripherals. An employee in this class is responsible for sharing on-call support.

Examples of Duties:
Any one position may not include all the duties listed, nor do the examples listed in their relative order of importance include all the duties which may be found in positions in this class.

  • Configure workstations for Winona County end users, which includes supporting, troubleshooting, and upgrading applicable hardware and software applications.
  • Facilitate phone and desk moves.
  • Maintain and modify Office
    365 Environment.
  • Maintain the County’s telephone and voicemail systems.
  • Help Desk Support for incoming calls and issues.
  • Must install and configure peripherals (i.e.: scanners, printers, mobile devices)
  • Work with internal and external clients, vendors, and state departments. Participate in committees and work groups to create and support technology solutions to county service delivery. This may include certification testing and rollout of new systems and updates to existing systems.
  • Any other duties as assigned.

Required Knowledge, Skills, and Abilities:
Any combination of training and experience providing the following knowledge, skills, and abilities.
For Pre-Employment:

  • Knowledge of Microsoft Office Applications, Microsoft IIS, Database systems such as Microsoft SQL Server, active directory/Windows Server, including adding users, granting permissions, and applying security.
  • Knowledge of maintaining End User Workstations.
  • Ability to establish and maintain effective working relationships with the employees of Winona County, State employees, vendors, consultants, and employees from other local government agencies.
  • Ability to express ideas clearly and concisely.
  • Ability to follow complex written and oral instructions.
  • Experience installing and configuring peripherals (i.e.: scanners)
  • Possess a strong understanding of document management concepts.
  • Associate degree or two-year vocational certificate in Computer Science, Computer Technology, Network Administration or related area and at least three years previous experience in the operation and maintenance of computer networks; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Must possess and maintain a valid Driver’s License.
  • Must pass a personal background investigation.

For Full Performance:

  • Possess the ability to understand business processes that may or may not already include technology.
  • Knowledge of hardware and software platforms.
  • Knowledge of Operating Systems, which includes, but are not limited to, Windows and Linux.
  • Knowledge of Microsoft Office Applications.
  • Knowledge of Active Directory/Windows Server, including adding users and granting permissions.
  • Knowledge of Networking schemes and the hardware related to it, including Cisco routers and switch boxes.
  • Knowledge of data processing concepts, principles, and operating procedures.
  • Knowledge of telephone system hardware and software, including defining different Call Queues, IVR’s, and messaging.
  • Knowledge of legal aspects of data management and data privacy.
